New Jersey's five councils, serving 54,500 youths with assets totaling $56 million are being asked to contribute $14.2 million toward a $600 million council share of the proposed $1.9 billion national settlement. Two Pennsylvania councils that serve parts of New Jersey with total assets of $23 million are being asked to contribute another $4 million. John Lucas, the (TCC) panel's bankruptcy attorney, says New Jersey's share of the settlement alone should be closer to $44 million and with the two Pennsylvania councils should total $58 million. The seven councils serving New Jersey residents have remained uniformly silent on the settlement. Their CEOs have followed national instructions to focus on each council's "business as usual," sympathizing with abuse victims but offering little if any information on the settlement's local impact. However, councils in New York, Iowa and Arizona have begun telling their memberships what their share of the settlement will be, and how it will be financed. ... The assessments are not divided proportionally according to a state's share of the suits. Northern New Jersey Council has 525 abuse suits, or 42.5% of the state's 1,235 total claims, but is contributing only $3.06 million, or 21.6% of the total assessment for the five councils. During JOTA, Scouts and hams around the world, around the nation, and in your own community meet on the air via amateur radio. Scouts of any age and sex may participate, from Cub Scouts to Boy Scouts and Venturers. The participating scouts often gather at a station made available by a volunteer, or at one set up just for JOTA. Sioux Council has accepted $2M offer on 223 acre Newton Hills Scout Camp from South Dakota Game, Fish and Parks. The property had been appraised at $3.59 million by the state. Somewhat unusual for the times, there is no mention of the bankruptcy or contributing to the settlement. "The Newton Hills scout camp was built during the 1930s and would require the most improvements of the Sioux Council's three scout camps to bring it up to the Boy Scouts of America standards, including a storm shelter, modernized latrines and showers for the campers... Funds from the property sale would primarily be used to build storm shelters at the two remaining camps. A wetlands project and museum of paleontology are also in the works for the Lewis and Clark scout camp." Heart of New England Council (Central Massachusetts) quickly sold their headquarters and scout shop building (or one of them after council merger) for $700,000. It had been listed at $799,000. Quite a bargain for a prime property in view and directly off an exit of a major Boston commuter highway, Route 2. I see a large Mobil Mart/Dunkins/McDonalds in its future. The Council office was moved to Treasure Valley Scout Reservation in Rutland, MA Mark Barbernitz, Scout executive and CEO of Council, said the executive board is still discussing how to fill the final settlement amount, but that some of the funds from the sale would probably be used for it. .. I dug some more and all trails lead to and stop at the National Health and Safety Committee which encompasses Youth Protection under their Scouting Safely program (sometimes referred to as BSA's Commitment to Safety or Risk Management). The National Health and Safety Committee reports to the National Executive Council. I found only a couple past members. I was unable to find the current Chairperson, any other confirmed current members, or even the number members who I assume are a mix of professionals and volunteers. Each Local Council supposedly has their own Health and Safety Committee however YP is not listed as a principle responsibility (see link below). That responsibility, as we know, is the council SE. https://filestore.scouting.org/filestore/mission/doc/Healthandsafetycommitteechair.doc Note the above document has no date, file number, or authors listed. I could find the Health and Safety Committee Chairs of some local councils. IMHO, TCC's proposed Child Protection Committee will suffer the same lack of transparency and perhaps inaction if the BSA is in control to "consider" Child Protection Committee recommendations. An independent Child Protection Committee should be in control to which the BSA reports and complies. My $0.02,
