I could imagine someone losing a degree of sanity simply from having to complete all of those test and scales and inventories - nevermind being made to think about how this is making you feel or that is making you react.   3. This is precisely the correct observation. Years ago, I reviewed many of the governance documents pertaining to National, Districts, and units. They are a study in vagueness, ambiguity, and unworkable incompleteness-not a comprehensive governing plan. I was unimpressed. So, units, 100% in my experience, have no formal, legal. structure. They are "unincorporated associations."   4. Scouts UK now has a Squirrels program starting at age 4. It's only a matter of time before the BSA acts on the realization that they are missing out on this additional year of collecting dues instead of waiting until they are 5-year-old Kindergarteners. i skipped the Lions year with my daughter. I still feel Tigers is even too young. 2nd grade is the ideal minimum age to start scouting. On the original subject of cost, my Pack does one unified neckerchief for all ranks. I don't require my dens have the handbooks, everything is available online. And we don't require the uniform pants.

  5. An easy and cheap way is to use painters drop canvas (not splattered with paint of course). Cut a swath out that is about twice the depth of the longest knife and wide enough to accommodate the number of knives you need ( about the width + 4 inches for each of the knives you plan to roll laid side by side - I wouldn't put more than 6 or so in one roll). Lay the longest knife on the roll about about 3 inches from left edge, place it so that it is centered depth wise, then place the remaining knives about 2-3 inches apart so they are laid out left to right with the tips facing you.   7. On Monday, September 20, the United Methodist Ad Hoc Committee on the BSA bankruptcy has stated that it will provide an update on the mediations that have been underway for months.   9. That is a high hurdle. That means every non vote is essentially a no vote. So, with 84,000 voters, they need 55,440 yes votes. I think if the judge forces this through it will be very risky. The TCC and many law firms are on the other side plus 12,000+ of that 55,000 are questionable (many may listen to Kosnoff). What a mess.

  11. This is why I think the judge will deny the request and push Plan 5.0 to a vote. I completely understand the Hartford deal was not part of the RSA and that is likely a major issue. I just think the Judge may be thinking ... lets get this out for a vote. If approved, great, wrap it up. If rejected, then give up and go with a BSA only exit (no COs, no LCs).

The belief was that by partnering with local, established organizations to charter troops, they would have some credibility and legitimacy over the competitors.   14. To be fair to some councils (not necessarily yours) there have been massive layoffs in some of these councils. Having diminished staff AND being told to take on more responsibilities like this (something that runs counter to everything BSA has done for decades based on the CO model) is not something councils relish or are even prepared for.

According to a reliable source, the Councils were warned to prepare for this eventuality and to make plans to serve as a CO, even if temporarily, to cover down on all units that may be displaced. Our Council did no such thing or they elected not to inform our District, so the potential now is very valid that we may lose units. Ridiculous!

  17. Perhaps our legal experts can weigh in but I would think there would typically be no assumption of previous liability in the transfer of a Scouting unit by one CO to another. Here is my thinking: The term "ownership of a unit" is used very loosely. Individual Scout units typically (always?) would not be legally incorporated entities in and of themselves. In most states, the change of ownership is a multi-step process that concludes with a filing with the Secretary of State's office. There is a very specific process that must be followed including filing fees. In most case

  18. It's possible. The CO owns the unit. I never liked the idea of transferring units and CO shopping. This adds one more reason for me to dislike the practice. A new CO should always start out with a new unit. New number and everything. No inherited baggage. I've been hearing that some councils don't want to take on the charters of these old legacy units. Do you think they might know something about this inherited liability question? As usual, not a word about it from BSA.

  20. I have lots of CO / unit leader related questions ... Questions triggered by our own scouting unit. We cleaned up files no one wanted to store in their own garage. We were chatting about unit history. ... etc ... QUESTION #1 ... Establishing CO liability ... This seems like it will not be easy at all for probably up to half the units? Does that sound right?   22. I am late to this and have not read all the replies but instead of giving out titles, delegate tasks -- hey, would you have time to do our Scout Shop shopping for all the awards? They are randomly assigned UNLESS he wants to claim that the Clerk of the Delaware Bankruptcy Court and/or the judge herself conspired to get the case assigned to Silverstein and that they went around the random selection process.   26. Yes, but it is a giant leap from "incorporate in DE because of the bankruptcy court" (which OK, I might buy) to "incorporate in DE because of THIS PARTICULAR JUDGE". I know federal court clerks, I've worked with and for them when they were but state court clerks and before they went over to the dark side, I mean federal side.
