We could also stop all camperships and trying to serve the urban and underprivileged areas. That's a huge drain on our limited resources. Just focus Scouting on the wealthiest suburbs and increase the production of James West knots. -
One trick we use is to "Propose a Toast!". Whenever someone grabs their water bottle they hold it up and yell " I propose a toast to the great weather on this hike!" Better than nagging. May not work as well when cycling however.

I wasn't really complaining about the TOASTED Chit, but I do find it rather humorous. Updated mine and dragged along all the leaders present on day at camp. It only took a half hour. Given the fact that many leaders can be really green with outdoor skills I suppose it is a good idea, but all it really boils down to is "follow the manufactures instructions", but with communal equipment there are no instructions to be found. -

Are these large or small councils? I have no problems and the two offices I use still have live answer. -
Good news. Friends of type COs can be a real problem because you some times need a King to declare "Off with their heads!" That said one of the largest and most active troops in my area has been one since 1945. Has 20 Badgers on the committee and is heaving involved at council and district level. Definitely my plan b or c.

I for one wouldn't want some DAC to get all worked up at an EBOR because a Scout had an unapproved POR. Most of you certainly have many more Scouting years on me but I try to play by the rules(as long as I understand them clearly) Stosh, I understand many OA Lodges exist only on paper but I went to my first Chapter, not Lodge, meeting last week and there were over 100 Scouts there. Missouri has become the CafePress of license plates. There are Eagle and OA plates. $25 yearly donation to the organization plus state vanity plate fees. Would love to see someone personalize it further with "PAPER" and "DASH" respectively.

Sort of but you would need to be in the pressure chamber to ensure you stayed dry. Now onto a cheap, lightweight energy source that lasts for days. Then I make trillions.

JASM is 16 per SMHB. OA Troop Rep must be 1st class (because you can't be elected to OA unless first class). Leave No Trace Trainer must be 14 per http://www.scouting.org/scoutsource/outdoorprogram/outdoorethics/leavenotracetrainer.aspx. I am sure someone could point out some 11 year old Tenderfoot Den Chief Prodigy. That said I am not sure what a "Leadership" (capital L) position is in the BSA. I am aware of Positions of Responsibility. In my troop some positions seem to be lifetime appointments with the results you would expect from such nonsense. -

The rules seems to ban smudge pots for lighting purposes. Correct? My council camp uses them extensively for OA purposes. -

The math is eluding me. If he has completed 5th grade he can crossover regardless of AOL. So the fact that he can't recite the oath and law are not preventing him from joining correct, just no AOL? -

A watch may or may not be waterproof. I have never met a waterproof tent.
