  1. I would think twice and after a lot of legal consultation before i would ever think of starting a " friend of group" as as chartering partner. The friends of group could now be the finically responsible parties if an event where to occur. Not sure i want to loss my house and saving because a child is hurt or injurie not alone being a victim of an other. If the Big Dogs (CO) are running scared I am personal not willing to pay the cost the cost or take the risk Just the cost of defending yourself as the chartering body could be in ten of thousands of dollars.   2. Ok while i like my version better after rereading my quote it looks like it only applies to summer camp . i was wrong sorry . I would begin to question any adult that would not do a background check or complete youth protection after any form of 72 hours of contact I personaly like the idea that it should be cumulative if an adult is attending scouting events in an active role with youth content for that long they have had enough time to decide that they want to be a some type of leader or not. If after that period they say then still say no then they stay home if the adult plays the parental card then you may have the parent and the youth leave the group. I side of the protection of the many.
  3. i hope we are all clear here the 72 hour rule is in total contract time an adult going on his second weekend camp with the troop is very likely to have used up that 72 hour window (2 x 36 hours) + any troop meeting time . It does not reset or only apply to long term camp summer camp. So there should be really little time or reason that all adults on a trip should not be a registered leader of some type All adults accompanying a Scouting unit who are present at the activity for 72 total hours or more must be registered as leaders. The 72 hours need not be consecutive. My first try after rereading it was not as clear as i wanted Deer Camp that's was in terms many of scouter have outdoors skills that work in a deer camp. hygiene's practices fire starting, tool use language that would not be proper in a scout environment. Many skills that were once acceptable are no longer, A lot of people have not keep up Again, I don’t need most scouters to read the book How to you know what scouting is today with reading the Book or do you just teach and do what you think scouting should be. An area that i do did agree with some of the other posters is that very direct contact adults (SM,ASM)some understand the basic scout skill up to first class. BSA has enough classes to help them learn then) Also not a fan of see one, do one, teach one not sure the Edge method puts enough on practice with feedback it should be see it repeated , practice it with fed back ,master it ,then teach it I have seen to many things taught wrong or weakly then the next person passes on the errors. "MBs? Guard certifications? Venturing?" that sure i would support the above idea maybe in theory not in practice most merit badges are summer camp earned - rare to find the skills even taught Guard certifications- rarely earned but i will give you that one it a shame its not recognized outside of scouting Venturing - not sure what you mean as Venturing is very crew defined
  5. i will disagree with you if any of the talk was beyond that a normal 10 year old should know. If they are describing any sex acts that they have seen ,been part of or have knowledge that yes it needs to be reported A 10 year old watching mon and boyfriend make out is child sexual abuse. Fr.   6. The above ideas are good. But the problems with scout skills is that 1. A large amount of scouter themselves never have done the skill 2. of those of you have done the skill it may be ok in the deer camp but not at a scout camp. 3.Large amounts of both groups never have read the scout book to see what the currently really is skill is 4. the youth are not encouraged to expand their skills.   7. I do not see any other choice other than the unit being council sponsored. Why would my organization want to CO to a unit (take on all the leadership risks) meeting some where else because the first group has concerns about BSA and liability.
  8. A problem that has not been brought up, or I may have missed it. Many current church sponsors required that the scout leadership state that they agreed with the teachings of that church. A CO pastor could require membership to be from his church only. Under the facilities use only, they lose that control, so a traditional church that does not support homosexuality could have the council appoint a gay or lesbian scouter or other leadership—leaving them few choices.

  10. That makes the reply more offensive. I do not think we as adults have much right to say anything about what a youth wears unless it is genuinely offensive. I see scouter wearing nonwood badge beads, weavings, old goat patrols labels, multitudes of pins, ribbons, all nonuniform approved.
  11. If the girls are not registered as members of a charter troop/crew or lone scouts, they would I believe they would be unable to process any awards. If the boy troop is processing their awards for them, then it is committing fraud. Yes, coed troops are the future, but not now. Somewhere in the scout and law, obeying the rules is part of the system. Work to change the rules if you feel improper, but you do not have the right to change things to fit what you want.

  14. Camp will never to able to compete pay rates with private camps or even public systems. $200 per camper verse $600 plus This should not have come as any surprise. This was a topic on one of the nation round tables. Finding any camp staff that requires a certifation is going to be more costly. The local camp will need to compete with a n increasing private sector demand and even against other councils camps and nation or regional scout camps. If the camp wants the programs offer more training offer better pay offer better working conditions

  17. If he truly poked (touched)the child that is physical abuse of a youth member under youth protection and he should be reported if he want to get all legal about scout rules.
  18. Read BSA policy on what type of building is best. Backpacker had a Short QA on part of that question March 26,2010 Are Hammocks Safe in Lightning? Heavy rain only i would stay put heavy wind or lightning i am moving the the building, Plumping is one of the items that make a building more lighting safe.
  19. The only correct choice would be go to the bath house as this is the only substantial building present. (Any Close hard top cars would be good also Open shelters look inviting but offer no lighting protection and maybe even an increased risk. Just look on the first page of BSA lighting awareness page.   20. if Any summer camp is to happen I could see the following requirments 1. limit the number of camper to 1/4 Camp normal capacity (bases on last years attendence) 2. Test camper for fever at check in 3. Test staff daily 4. Have isolation areas set up 5. Limit the number of weeks (possible skip weeks for cleaning) 6. Decrease the days to five (for cleaning) 7. one scout per tent 8. No foreign scouts or scouters 9. no out of state scouts 10 decrease size of any merit badge class to 10 or less Just my ramblings , still having a hard time believing any summer camps will happen, praying they do, Offering to help out as health office for free at my local camp Fr.   21. Why would anyone pay that must for online merit badge class when there are hundreds of classes going on now for free. Your right that camp and council is starting to smell.
  22. While it would be nice to think summer camps will happen I am not putting much faith in it. If the virus was lifted from the earth by end of April. The fear would still be there , The lack of money and other resources by parent who may be just getting back to work. Finding supplies to open camp may not be possible or very expensive. Finding college age youths to be our staff may be also hard as colleges may be opening for the summer to help make up for missed classes. This sadly may be the death of a lot of councils and scouting as we know it. All charitable groups fund raising is way down so is friends of scouting. Praying for a rebirth of was and is a good idea fill with good men and woman.. Fr. John
  23. My question is even if an event is canceled there are already non recoverable costs that the council/Area has to cover. If that event was to be a major money maker how does the council in todays market survive?. We have a major council wide camporee planned in about 4 weeks. do not see it happening with OA and venturing weekends every weekend to follow?

We may be seeing the prefect storm that will push many councils over the financial brink · Loss of LDS unit and fee’s · Loss of continued loss of membership · National financial issues effecting local giving · National continued bad press effecting local view of scouting · Fear of the corona virus keep parents from sending the children to camp. I believe like my council many councils depend on summer camp to cover a large part of camp upkeep. If these councils were to see a $ loss on the summer camp the results may be the final weight that breaks the finical backs of many. I can easily see these same issues be expressed on a regional and national level with canceled or smaller that planned OA and venturing events. It could go as far as canceling the national jamboree (it would not be the first time) john
