There's no way that behavior is appropriate by any adult let alone the Scoutmaster. I'd talk to your council about that. The Guide to Advancement is online and contains all the rules the troop must follow. I'd look there to build your case. I'd also find another troop but make sure your get your records from this one first.

Unless your troop has a policy that defines what active participation means you have no grounds to judge is activity level. Whether he's attend one or all of your events he's eligible to run and up to the boys to decide. Now the Scoutmaster can develop objectives the SPL must fulfill to get credit for his leadership position, one of those can be attendance at troop events during his tenure.

I think you misread a great deal. All of the replies addressing harassment were supportive of stopping it. Other posts were addressing the stealing. No one equated the sexual harassment to loose change.
