  1. Welcome to the forums! So, here is what I’d do (from experience being a crew advisor tightly linked to a troop): I would insist on being on both rosters. Register as an ASM in the partner troop, and have the partner SM register as an ASM in your troop. This makes it imperative that each of you are accountable for every youth’s personal growth, and youth can conference together with either of you as needed. Yes, the problem is that prior to my time here, this is how the troop was set up, and there are currently 5 girls in the girl troop, and they do not have their own resources, so they really are very embedded in the boy troop. I know this isn't what BSA wants, but I do know that the girls do not want to go 30 minutes away and merge with another troop, nor are they really able to be fully self sufficient, and I don't want to crush their passion for scouting. Currently working with our Unit Commissioner to fine a solution.

In this case, when I was told this, I went directly to my Unit Commissioned, and he confirmed that it is a rule because too many units are not doing popcorn and they think selling meat sticks instead of popcorn is a good idea, so council banned sales other than popcorn. I'll see how it plays out, and if the scouts want to do something additional, I'll do my best to make the case.

  6. I think they can say you can't do it, but I don't know that they have a way to prevent you from fundraising if you decide to ignore them. The popcorn thing is a huge problem for many units and you would not be alone in going rogue. Far from it. They do have some sticks they can beat you with though so be prepared. Our units opted out -- politely, but firmly -- and endured a lot of threats. But we continued to make an in lieu contribution to council from our new, more successful fundraising efforts and our membership grew, so within a year or two they left us alone.   7. You can only teach them if they are allowed, and they can only do it right if they are encouraged to do so. Sadly I have met too many Pros who have not cared how stuff is done as long as they meet goals. Does anyone remember the Greater Alabama Council anyone?

  8. A 5-Scout troop is doable. I know a troop near St. Louis that hasn't had much more than that for the past 25 years. It actually made logistics easy. You'll have to coach the kids a bit more if they are inexperienced, but it can be fun. As far as resources, what do you mean?

  10. This is the way forward. Recall that in the early days of Scouting, the cities were filled with aimless youth and miscreants. Men such as James E. West (an orphan and my handle's namesake) were child advocates first, and Scouters second. You may have wished for the BSA's dissolution, or more contributions from the councils, but Scouting will never die. Our tradition is rooted in service and citizenship, and we would do well to remember the 1900s in the US.

  11. IH = Institutional Head. Basically the head honcho. If you have the support, have a sit down with the girls troop SM and do a full split. Then have an individual session with each ASM to get them on your page. Do not try to do this as a group. If the ASM is not on board, thank them for their service and let them know they are no longer needed as an ASM. Harsh? Yep. But their job is to support you. If they are not on board, they will undermine you every step of the way.

  12. I would hope that means your unit is healthy/strong and not in need of intervention. Perhaps a recent change of DE? In your position do you attend roundtables or district events? COR's are also part of the District Committee and those meetings are open to unit scouters to attend. In a large district it may take awhile for the DE to get around and meet everyone. I would hope you soon have a working knowledge of your DE but on the most positive of conditions.

  13. Hopefully this doesn't veer into the negative, but... I don't know who our DE is. I don't know who our Unit Commissioner is. I don't know what they do. I've never seen them outside of maybe once when one came to give a FOS presentation, though that could have been anyone. I used to know who the SE was, but that was only because I worked in the scout shop for a while, which was housed where Council's office is. It's hard to even try to tell you what volunteers want to see, when we see nothing to begin with.

  14. Let me break this down: 1. No, every case is not documented in BSA files. To those who understand what it means to being a Survivor that is no surprise. The age of coming forward, if at all, is well into middle-age. Again, if at all. On top of that, if you are in a State where the SOLs do not allow for a lawsuit to be filed you have even less motivation. For some, coming forward is part of their healing.
