Sept 21, 2022: Uniform Bank WATERVILLE, Maine (WGME) - After a year of collecting donated Cub Scout and Boy Scout uniforms at Goodwill stores in Northern New England, the Kennebec Valley Uniform Bank gave away 300 of them Wednesday night at the Waterville Goodwill. “It’s a huge factor. I mean there are some parents that would decide to not be in scouting or leave scouting just because of the initial cost," said Chris Bernier of Kennebec Valley Uniform Bank. “There’s a lot of costs to everything with it (Scouts) to be honest. So, if we can save a little bit of money here, it’s going to be good for us," said Chelsea McCollett of Augusta. Yes. I will wait to hear from Prosecutor regarding the exact charge if any regarding the accidental death. Hawaii has one of the lowest number of firearm deaths compared to other states, but a couple of years ago an ATF agent John Bost was accidentally killed by a rifle discharge at the Kihei Police Station. I found no prosecution regarding that case. -

I too have many questions. Keep in mind this is a Island of Hawaii Police Department Media Release not their more detailed Police Report headed to the Prosecutor's Office. I have read better written media releases. Perhaps a journalist will further investigate this story. Criminal Police Reports Complete reports are not available until the case is closed, adjudicated, or the statute of limitations has passed. Victims needing a report for insurance purposes may receive a partial report prior to this. At all times, a redacted copy is provided to preserve confidentiality as afforded by Chapter 92-F of the Hawaiʻi Revised Statutes. IMO the most serious charges would be regarding the accidental death, then there are questions regarding licenses, ownership, possession responsibility. 9-20-22 (Update) Boy Scout Camp Shooting Investigation Completed Media Release Hawai’i Island police have deferred numerous firearm-related offenses to County Prosecutor’s for review. The offenses stem from the August 28, 2022, incident at the Camp Honokaia Boy Scout Camp, near Honokaʻa, that left a 12-year-old boy dead. Area I Criminal Investigation Section detectives initiated 23 firearm-related offenses, one of which is for criminally negligent storage of a firearm. The offenses are against three men who were at the scene of the incident, and have been identified as the registered owners of multiple firearms. In total, 18 firearms and various ammunition was recovered. Police conducted extensive interviews with the adults and minors present at the rifle range. The investigation concluded that an unsupervised male minor picked up a loaded firearm and as he placed it back down, it discharged, subsequently shooting the victim. The shooting incident is believed to be accidental, and police do not suspect foul play in the 12-year-old boy’s death. The firearm that was discharged is owned by the father of the minor that picked it up. No criminal charges have been filed against the minor. An autopsy concluded that the victim died as a result of a single gunshot wound. Martin Burelbach was born Sept. 18, 1884, in Perham, Minn., the son of Matt and Sophia Doll Burelbach. He joined the Army and came to Chattanooga in 1905. He spent three years at Fort Oglethorpe with the 12th Cavalry. He graduated from his training camp as a captain, and he had reached the rank of major when he left the Army in 1920. He afterward held a commission with the National Guard. Martin Burelbach operated the Arts and Crafts Store at 318 West Eighth St. Then from 1915 to 1917 he was Scout Executive with the Boy Scouts of America with offices in the Chamber of Commerce Building. Prior to becoming Scout Executive, he had "shown marked ability both as a Scoutmaster and in handling weekend hikes and short-time camps." He had previously operated private camps for boys. Due to limited funds, he was only paid $80 per month for his Scout duties. He kept costs down by furnishing his own typewriter, doing his own stenographic work, and walking or riding streetcars for business travel. He sought to expand Scouting in Chattanooga, including starting new Scout patrols in the Jewish synagogues. From UNICEF Europe and Central Asian Report , Ukraine Situation: Refugee Response from Neighboring Countries, 24 Aug - 6 Sep 2022 Excerpts pertaining to Scouts During the reporting period: 15,919 Ukrainians (13,225 children) were supported by Scouts in 9 countries UNICEF is working closely with UNHCR, other UN Agencies, and humanitarian partners to scale up its multi-sectoral response. In Europe and Central Asia, UNICEF is leveraging partnerships established through longstanding country programmes, relationships with governments, and a strong network of National Committees. UNICEF continues to work with national governments, expand its close relationships with municipal authorities, partner with Non-Governmental Organizations (NGOs) and Civil Society Organizations (CSOs), and develop new multi-country relationships with key networks, like the World Organization of the Scouts Movement (WOSM), covering Poland, Hungary, Moldova, Romania, Slovak Republic, Czech Republic, Lithuania, Latvia as well as Ukraine. Adolescent Development and Participation • Through the regional partnership with the World Organization of the Scout Movement, UNICEF continued engaging with young people as partners in Poland, Hungary, Moldova, Lithuania, Latvia, Romania, the Czech Republic, and Slovakia). In the reporting period, Scouts supported 15,919 Ukrainian individuals (13,225 children and young people, 6,702 girls), including over 1,158 Ukrainian young people through the Scouting's Educational Methods. Over summer, 22,469 children (8,183 Ukrainian) were also engaged. The Scout’s promote their work through their social media platforms, particularly Facebook, reaching 103,084 people during the reporting period. To date, the Scouts have supported over 700 000 Ukrainians across the nine project countries, over 10,000 young scouts have been acted as volunteers supporting efforts including running Blue Dots, promoting UReport, teaching skills in summer camps, distributing information and supplies and building bridges of understanding and solidarity between refugee and host country communities, while their reach through social media is estimated at 1.2 million people. This is the BBC: Enver Eng, from Hampshire Scouts, guided those at the front of the line across Lambeth Bridge from the South Bank, on Wednesday evening. Mr Eng, who was awarded the Queen's Scout Award - the highest award the Scouts offer - in August, said: "They were so patient and amazing it was a great honour to guide them through." He said people were "incredibly kind - it was as if they hadn't spent two and a half days there". The 24-year-old, from Basingstoke, is one of more than 1,000 volunteers helping with the queues in Westminster. Matt Hyde, chief executive of the Scouts, said "we're taking our inspiration of selflessness and service from the Queen", who was patron of the organisation. "If anyone embodied that, it was the Queen herself in terms of a life of service - and we take our inspiration from that in scouting," he said. ...For almost a decade the Summit Bechtel Reserve was only open to boy scouts, private events, and high-profile ambassadors... but as of this week, September 12th, people can get a day pass to enjoy all the reserve has to offer. “We are excited to have people come out here and try our skate park which we are standing in now or the lakes or bike trials or any number of activities that we offer,” said Bill Garrett, Director of Business Development, Bechtel Summit Reserve. Garrett also says that the passes start at fifteen dollars and go up to thirty for a guided tour. But there are other price options in-between depending on the type of experience you are looking for. The new day pass option for the public is not a limited offer and it will be a permanent part of their operation. Gentile Sr. Memorial Award for Outstanding Adult Advisor During the recent Chicago World’s Fair of Money, Coin Collecting Merit Badge Counselor and District Commissioner Tony Bonaro was awarded the Lawrence J. Gentile Sr. Memorial Award for Outstanding Adult Advisor by the American Numismatic Association’s (ANA). ...Tony Bonaro Bonaro is the director of youth activities for Florida United Numismatists (FUN), a position he has held since he joined the board 18 years ago. Under his guidance, FUN’s Young Numismatists (YN) program has developed into one of the best in the country, and he does an exceptional job educating youth in the art of coin collecting. Bonaro is active in several other local and regional numismatic organizations, including the Greater Jacksonville Coin Club and St. Augustine Coin Club. The retired U.S. Marine Corps officer and former railroad employee devotes many hours to hobby activities. In addition to serving as treasurer of FUN, he works as a district commissioner of the Boy Scouts of America and volunteers at his church. Wherever he goes, Bonaro shares the excitement of collecting with kids. He conducts four Boy Scout Coin Collecting Merit Badge classes each year. When Girl Scouts sign up, he covers the requirements for the Fun With Money patch. He also coordinates a popular YN trivia program for FUN. In each quarterly issue of FUNTopics, he includes an article for kids with trivia questions to encourage YNs to research more about the particular topic and send him their answers via email. Youngsters who send him their responses receive a coin in the mail. He says that dealers from all over the eastern United States stock his supply of donated inventory that he passes along to eager YNs. Fascinated by the history behind coins, Bonaro encourages young hobbyists to investigate and learn about their pieces. He exhorts his students to “learn, read, research, and educate yourself as much as you can about the coins you like to collect” and ends his classes by telling his students, “Remember, there is a story behind every coin and piece of currency.” His admonition to the next generation is not mere lip service. Bonaro also does his own research and enjoys writing about his findings. He has published articles in FUNTopics on a variety of subjects, including how to conduct Boy Scouts Merit Badge classes, the fascinating story behind “Short Snorter” bank notes, and Mormon gold and currency of 1837-60. He is currently working on a piece about U.S. Mint commemorative coins that relate to the history of the U.S. military. Bonaro says he is honored to receive an award for simply doing what he loves. I found this short commentary and excerpt of Escape to Nowhere which teenage Stephen Spielberg produced and directed actors from his scout troop and high school. FYI, back in day (pre-Vietnam), we often "played Army". Combat was a popular TV show. My scout mess kit and canteen were U.S. Army surplus (stainless steel!). For grenades, we used dirt bombs (clumped dirt). Mattel probably was a larger arms supplier then than the Springfield Armory and Colt combined.

From upcoming The Fabelmans directed by Spielberg. Based on a true story...his own. Great to see authentic, correct (neckerchief over the collar) BSA uniforms in a film. Even better, they are my generation uniform Like the bikes too - midweights - one speed, backpedal (Bendix) brakes, bell, basket (where's first aid kit?).

Prior business doubtful. Seemingly new business between confirmation and effective date, the new creditors (contractors, suppliers, attorneys) would have more than the usual hard time collecting payment from a debtor in bankruptcy. -

A year ago in Ellis vs. Westinghouse Electric, the Third U.S. Circuit Court of Appeals Judge Ambro issued this opinion: "...But what if the claim arose after a plan was confirmed and before it goes into effect? To our knowledge, no federal appellate court has directly addressed this issue. We hold that sections 503 and 1141 of the Bankruptcy Code authorize bankruptcy courts to set and enforce bar dates for administrative expense claims, including claims arising after confirmation of a plan but before its effective date. The holder of a post-confirmation administrative expense claim cannot choose to bypass the bankruptcy process, so if the claim is not timely filed by the bar date, it faces discharge like a pre-confirmation claim." -

From Scouts Victoria (Australia), Scouts Victoria mourns the loss of HM Queen Elizabeth II Scouts Victoria is united in our grief as we mourn the loss of HM Queen Elizabeth II. We honour her legacy of service to the Commonwealth and to the Scouting Movement. We extend our deepest sympathies to the Royal Family and to the countless people around the world who will be affected by this loss. HM The Queen will be remembered for her unwavering support for Scouting worldwide. The Queen ascended the throne at a young age and devoted her life to public and voluntary service which she saw as one of the most important elements of her work. Her stoicism, her sense of duty and her strength are examples to all Scouts. Thousands of our members have been inspired to become Queen’s Scouts, the peak award of the Venturer Scout Section. This achievement takes personal determination, dedication and service to the community, qualities that she herself demonstrated. We will be forever grateful for her enthusiastic support and inspirational leadership. Indefatigable in her official duties, she travelled around the world and endeavoured to meet with Scouts everywhere including on her 16 Royal visits to Australia. Chief Scout Bear Grylls Remembers HM the Queen As a family of Scouts, we are united in sorrow for the loss of our Patron, HM The Queen. She leaves a bright legacy of hope and promise for future generations. Together, we will honour her memory. We will remember her and give thanks for her kindness, her service, and the unwavering support she showed our movement over many decades. She was truly a friend to Scouts everywhere. I will miss her quiet leadership, her values and integrity, and her wonderful sense of humour. While she was our monarch and Patron, she always made time to listen to our Scouts and recognise their achievements. Her smile would light up the room. For 70 years HM The Queen has stood at our side, encouraging our volunteers and inspiring our young people to learn new skills, help others and shine brightly. Her sense of duty was an outstanding example to every single Scout during her long and eventful reign. ‘Scouting is a global force for good’ she once told us. ‘In this country and around the world, Scouts are helping others and making the most of their lives.’ So many Scouts aspired to become a Queen’s Scout. Those dedicated young people earn our highest award, the pinnacle of their time in the movement. It’s one of my greatest honours as Chief Scout to congratulate these incredible young people each year. It was a very special moment when HM The Queen herself met our Queen’s Scouts in our Centenary year 2007. This reprised her review of Queen’s Scouts in 1952, the year her father, HRH George VI passed on. Just as HM The Queen supported Scouts, we have been there for her too, looking after the crowds during her coronation in 1953. We were so proud to confer upon her the Gold Wolf (the only one of its kind) as she became our Queen and Patron. She played a full part in the life of our movement, meeting young people, attending Scout events and shows. Her visit with HRH The Duke of Edinburgh, to the Jubilee Jamboree Indaba Moot in Sutton Coldfield in 1957 was an unforgettable highlight of celebrating the movement’s 50th anniversary. She toured the site in a Land Rover and met so many of the Scouts gathered from all over the world. Fittingly, she launched the RNLI lifeboat, The Scout, in Hartlepool in 1977, following heroic fundraising efforts by members of the movement. It saw many years’ service and saved many lives. n 1961, HM The Queen graciously opened Baden-Powell House, Scouts’ international hostel in South Kensington, just as she would our new headquarters in 1976 and our refurbished training centre at Gilwell Park in 1995. She continued to take a lively interest in our work, as our movement developed and changed over the years. These changes included welcoming girls into the movement and became ever more diverse. The outpouring of devotion and affection during her jubilee years gave a sense of how much she was admired, both within our movement and by the whole country. HM The Queen sent her well wishes to our 120,000 Cubs during the Cubs centenary year in 2016, and was an especially strong champion of our work supporting young people in areas with the fewest opportunities. She strongly supported our pioneering work with early years, helping those families and young people hit hardest by the pandemic. It will take time for our movement and our nation to recover from this loss. But we owe it to her to pick ourselves up and carry her legacy forward. She will live long in the memory and will be remembered by the countless individual stories of kindness our Scouts and volunteers will share for years to come. Let’s not be downhearted at this difficult time, but extend our sincere sympathies to her family and many friends. Let’s not forget she was a devoted mother, grandmother and great grandmother too. Let’s take great solace and comfort in her warm-heartedness towards young people, her devotion to her duty and most of all her kindness. In memory of our great Patron, let’s show that same sense of kindness and respect to each other. A great book has closed - not just a chapter - and a new one now begins. What Happens if BSA Goes Chapter 7.

Bad wording on my part. Chapter 7 would end the corporation and IMHO, the Congressional Charter for a specific, non-existent entity would be...moot? If new Scouting organizations rose, would the BSA Congressional Charter automatically transfer to any of them? IMHO no. Whatever the name, it/they would be a different corporations and I doubt any new Congressional Charters would be approved. The 1992 debate of ending Congressional Charters might resume in Congress. Not a lawyer, just another $0.01.
