  2. A prospective CO can raise funds for their "youth programs" any way they want, within the law. As long as they don't say they are raising funds for Scouting, I see nothing wrong with it. If they then decide to contribute to a new unit, I doubt anyone will demand to see records of how the money was obtained. If I go to Atlantic City and win $1000 and then donate it to FOS, will the Council turn down my check? HA!
  3. Unless the new crew is chartered by the same CO, I don't think the other units can be compelled to hand over the scout account money. What about the scouts who don't have scout accounts? Will they have to pony up an equal amount out of pocket? In any event, it's a decision for the "losing" unit committee as to whether they will contribute or not. I see two options...either the prospective CO puts in the "seed money" (from it's own fund raising outside of BSA rules), or they charter with nothing and then commence fund raising. But requiring youth to post "upfront" money seems wrong to me. To answer your question, if there is no charter yet, they cannot file the "Unit money earning" application.
  4. If it's been all over the news and on TV, not sure why we can't discuss it here. Agree with the others, you haven't given enough information for us to form an opinion. And with most issues on this forum, all we get is one side of the story...and we don't even have all of that. But I have to believe that for a COuncil to throw away three units of long tenure and summarily revoke your membership, there MUST be more to the story.

  6. Don't forget, Cub Scout, Boy Scout and Venturing leader Fast Start training is available on line and should be completed by all registered scouters within hours of filling out their application.
  7. I would suggest to the RT Commish that a session on "Knots" and adult awards would be appropriate...without mentioning any names. Then let the natural course of things proceed.

  9. The "continuing education" phase is Roundtable. Program updates should be pushed down at RT and in Council newsletters. Those who refuse to attend or read will remain ignorant. Pack Trainers should also be a resource for updated information. All Packs have Pack Trainers, don't they???

  11. Two other camps in the south-central PA area are Hidden Valley Scout Reservation, Loysville (Perry Co - Keystone Area Council) and Camp Tuckahoe, Dillsburg (York-Adams Area Council). We go to HVSR in the winter, and it dates back to the 20s-30s, I think.

  13. Gotta agree with GW. I wear the AOL, Youth Religious award (Pro Deo et Patria), Eagle, Cub Scouter Award, Cubmaster Award, Scouter Training Award, and District Award of Merit. I have just submitted my paperwork for the District Committee Key (which I earned 3 years ago, but the paperwork got lost - twice). When I sit on an Eagle BOR, I make sure my uniform is complete, including service stars and OA "pocket rocket". For District and Council Dinners, we are encouraged to wear "full dress", including medals. Bottom line, it's my opinion that what people choose to wear on their uniform is a personal choice, as long as it's BSA authorized and they have earned the right to wear it. If someone doesn't like it or think it's "tacky", that's their problem. I have more of a problem with scouts and scouters who wear their OA flap, but have never darkened the door of an OA meeting or event since their ordeal.
  14. As far as I know, attendance is by invitation only, and the Council pays your way (at least here). There are different schools depending on your camp staff job...Day Camp, BS Summer Camp, Aquatics Director, etc.

  16. I joined Cub Scouts as a 9 year old in 1963(joining age then was 8), so I skipped the Wolf rank and went straight to Bear, Lion and Webelos, Arrow of Light. Joined a troop at age 11 and spent 3 years to get to Life, then transferred to an Explorer Post. Made Eagle as an Explorer at age 16, graduated HS and off to college at age 17. #1 Son born in 1978, and becomes a Bobcat as soon as he's old enough to join (didn't do Tigers). I serve one year as DL, then CM for 5 years, then we formed a Troop with the graduating Webs. That was ~1989, and I've served as SM and CC since then with additional time on the District Committee and the OA chapter. Both sons aged out as Star and Life by 2000. Still plugging away...but I'm slowing down and may pull the plug in the next year or so. Time to move on toward retirement, a second career, and other interests. And time to give the younger parents an opportunity to provide "cheerful service".
  17. If you'll look closely, Ed, one end of the knot is rainbow colored...the other end is purple/silver, taken from the religious award knot colors. It is to signify religious tolerance, as well.

  19. For some reason, I have always assumed I would go first. Partly because of risk factors (not all my fault!), and partly because of genetics. SWMBO ("she"...not "her") will be several million dollars richer when I kick the bucket. Rather than give the money away, I am providing for her future, not knowing if she'll need it for her own care or not. I also have two sons...they'll get what's left when she joins me. No grandkids yet (or even thought about!) Give the money to charity? Perhaps some small amounts just to show appreciation, but not enough to name a Camp after me...like someone said...some SE will just sell it one day to fund his salary. It's already been threatened. Besides, if Hillary gets elected, the Government will provide everything for everybody, so my donations will not be needed.

  21. As it stands in our area, the QA check is with the SM. He/She is responsible for assuring that the Scouts are working only with approved/registered MBC. Once the SM signs the card and submits the advancement report, it's a done deal and no further checks are made. A weakness in the program, IMHO.
  22. I always wondered about the insurance fee. When I was Training Chair, our "Staff Advisor" said that training fees (around ten bucks per person) included an "insurance fee" and a "council administrative support fee". The remaining dough was to go into a fund to replace training materials (which I never saw). I always held training at a church or school, the students were all registered Scouters, and I paid for my own copying. Council did nothing for me, other than to collect the training forms and put them in the DE's mailbox, and cash the checks. So my conclusion was that these "junk fees" were just another way for council to profit from the volunteers.

If the parent is driving only their scout, then they do not need one." Sorry, I have to raise the BS flag on that one, too. Council has no jurisdiction over an unregistered parent giving someone else's kid a ride. They may be ASKED to file a permit, which MAY give them some insurance coverage (if not, then why bother?), but the Council can't require it.
