Not true. Look at the list again. There's nothing that says Woodbadge is limited to SM/ASM positions. The CC, COR, and MCs can attend, and they have a different training matrix. The requirement is trained for your position. -

Post Scriptum: There is never such a thing as no unit commissioner. If there is no volunteer performing that function, the District Commissioner has the duty. If no district commish, the Council Commish and the DE have the duty. -

If there is an issue about a chartered partner abusing the terms of the charter (license), the reporting path is direct contact leaders (SM/CM/Adv/CC) to unit commissioner, who in turn contacts the district commissioner and the district executive. The DC/DE in turn assess what level, if any, of intervention they need to use to bring the partner back into compliance. There are times direct contact leaders think there's an issue ... but cooler heads up the food chain decide otherwise. Remember, Scouting has limited resources in manpower, and enforces only what it needs to. -

This is why Commissioners exist. If the Chartered Partner needs to learn about Scouting, ask the DE and the Commish covering the Partner to sit down with the IH and COR for a friendly cup of coffee someplace off-site. Share Scouting's story. One of two things will happen: - The CP will not make an issue of it. Problem solved - The CP decides to not renew the charter. Then the DE finds a new partner. Problem solved. This is not difficult, and happens all the time around the Nation, for a myriad of reasons.

Stay to the topic at hand, folks... Sentinel mentioned this once this very morning. Now, as to the topic: Let's read the Declaration of Religious Principles again, shall we? From Clause 3, Freedom: "In no case where a unit is connected with a church or other distinctively religious organization shall members of other denominations or faiths be required, because of their membership in the unit, to take part in or observe a religious ceremony distinctly unique to that organization or church." "However, no church or religious organization holding a valid charter shall be required to accept as youth members or adult leaders any person whose espoused personal beliefs are in conflict with the chartered organization’s religious principles." @@Beavah might be a little better at the plain reading of language stuff than I. Two sentences comprise Clause 3. I broke them apart for reading. If a youth has a belief in God, the chartered partner does not get to proselytize into their own system. Further, I see nothing in the clause which justifies excluding a child who is simply unchurched from Scouting. Now, if the parents actively refuse to bring him to worship (anywhere, any denomination), then there might be a ground for exclusion. 1) Heart of America Council does not allow troop trailers in campsites at either Theodore Naish or H Roe Bartle. 2) The best way to physically secure a laptop is to use a locking cable, and loop the noose over a portion of a picnic table (if outside promises little risk of wet weather) or a floorboard in your tent. 3) As far as securing your system and information, first encrypt, and second, put a complex user password to access the box in the first place. 4) With regard to blw's comment, with some businesses, and the US Government, it's non-negotiable to physically secure your laptop.

If I were the CSE... - JTE would run not Jan 1 - Dec 31, but recharter planning meeting to recharter planning meeting (the night you get your packets. - It would be a report do not have to give input to, tapping into the volumes of data BSA and Councils collect on youth: -- Advancements, in rank and merit badges. -- Long term camping. -- For units using Council properties, short term camping. -- Membership joins in the previous year -- Migration of youth from previous charter year (age-outs and drop-outs) -- FOS participation All of that is there. Input service hours from Eagle projects. That can be done by simply adding a requirement to Eagle: Record service hours in the National database. You will be given a logon and password when your Eagle app is returned by Council as ready for EBOR. Voila. You've hit membership, program, money, and service in one fell swoop, and with the exception of service, the unit didn't have to do a keystroke. National has its metrics, and the IH/COR/CC/Leader have a tool.

I assume 10 months short term camping each year. That's 250. I assume an annual long term camp at a penurious 200. Thats 450. Add in your 60 and the unit is collecting 510 per youth per year. What is your annualized cost, @@MrBob?

This is about a youth member not advancing to Eagle. There may be issues of unit ownership, but the greater matter here is the advancement within the situation -
The Jouney to Excellence... - is Metric Management - is done by volunteers - with crappy tools I'm not thrilled about metric management in the first place. Youth aren't numbers, they're people. We are trying to get them to play the great game. That is all.
