As a Backpacking MBC I do not count Philmont as completing the requirement. They didn't create the itinerary, they didn't create an emergency plan, they didn't create the menu and so forth. The most they could possible do on a Philmont Trek for this requirement is create a daily schedule and a budget for the trip but will miss some obvious valuable lessons if they used a trip they create on their own. I.E. the true cost of feeding a crew for 5 days and how to keep the cost low.

As I read more, and get more data from work (I work at a hospital), I'm starting to think that some regions may be opened back by June and some will not. Social distancing compliance as well as population density plays a key role in all of this. In My home state, Ohio, our leaders have been very aggressive about closing things and mandating that business close. Our peak of infections is projected to be in Mid May, and we will only somewhat exceed hospital capacity during the peak. I do not think we'll have much of an early summer here if the projections prove true, and our "peak" of cases will

I agree with @scoutldr, the Council doesn't want the competition. They know who their donors are and don't want to show up to solicit funds, only to find out that they've already donated their allocated Scout gift budget to a specific unit.

I'm sure we'll come out of a shutdown for a time if things start to look better. But then I expect we'll go back to some version of it because the virus does not show signs of being containable or seasonal. The amount of effort that is going to be required to deal with the fall out of it are going to be substantial and limiting for many aspects of our daily lives. Jameson76, That would be the cat's meow! A Troop having its own week long Summer Camp would be Scouting at its best:) I encourage you to try it... One issue with "industrial" Summer Camps is that Scouts are too "busy", as almost every moment of their day is scheduled for them. I encourage Scouts to keep one or two merit badge sessions free to do whatever they wish...nap, fish, hike, play basketball, swim, read, bird watch, contemplate the universe, etc.

Yea my NYLT staff is doing some virtual training and presentation practice, but it's likely with the course taking place in early June, that it will be cancelled.
