"there are SM's out there who do not support OA and will not allow elections in their troop" I've heard that before and don't understand how a District/Council would allow that to happen. OA is an approved part of the BSA program. That would be like an SM unilaterally deciding that he will not approve any scout to take Basketry MB because it serves no purpose. I don't think they should be allowed that authority. If a scout is a registered member of the BSA, he should be able to take advantage of the entire program, not just those parts that the SM agrees with. end rant

The scouts are performing a service project for the CO. They are not fundraising for the CO in uniform(a prohibited activity). I think the key is whether or not the scouts are "paid" for their work at the fair, such as, "if the troop does this, they will get a X% split of the profits". But if the fair raises funds for the mission work of the parish and the parish coincidentally budgets X dollars annually for their youth programs (e.g, not a quid pro quo), then that's ok. Clear as mud?

Den size of 6-8 is recommended. 22 is insane.

How do other troops pull it off? They are probably not filling out the "Unit Money Earning Application" and getting permission. And if their annual FOS donation is hefty, everyone looks the other way. Why don't you ask your neighbor...in a friendly, nonthreatening way..."how do you guys get Council permission to do that?" Since it's a "parents club" (are they the CO of the troop?), they probably don't think they are bound by BSA policy.

I think I see what Frank is getting at. OA members are elected by their fellow scouts...not just other OA members, but all of the troop members. Sometimes the results are not what the adults would have predicted or wanted. Before any scout can be put on the ballot, he must be approved by the SM. If there are issues with the scout (like Scout Spirit), that needs to be addressed by the SM before the scout is allowed on the ballot. Over the years, I have seen scouts "passed over" by their fellows, and couldn't figure out why. One of them is currently awaiting is Eagle BOR...but was never elected to OA. Maybe his troop-mates know something I don't...

I can't imagine any CO being willing to assume that kind of liability, whether the BSA allowed it, or not. In my neck of the woods, use or possession of fireworks is illegal, so it's a moot point. Of course, on the 4th, you'd never know it. What can you do? Figure out what the right thing is and do that.

First thing I see is the CM should not also be a DL. That's too much for one person to do both well, in my opinion. If people are having to double up on jobs, then you have some more recruiting to do.

Either troop would be OK, provided that...these expenditures were part of the annual budget plan up front and parents and scouts knew in advance what the purpose of the fundraising was for. The way it SHOULD have happened is, e.g., 50% of the funds raised go into the scout accounts and 50% goes into the troop overhead fund. If there's not enough funds raised to send Fred to PTC, then he pays the rest himself, or doesnt' go. But Fred deciding mid-way through the year that he wants to go to PTC and the troop should pay for it is a non-starter. Propose it in the budget and vote on it, then start fundraising to fund the Troop program. I think where we cross the line is when we fundraise in the name of the BSA/Troop, then give the money to individuals when they leave the unit or to buy personal items. But paying the Troop's summer camp bill is OK in my book. But I'm not a CPA nor a lawyer.

Your district and Council are determined by the geographic location of your CO, AFAIK. I think if you want to change Councils, you need to find a CO in that council

AF1 costs about $67,000 per flight hour (Google search). That does not include the accompanying C17 cargo plane which carries support crew and spare parts, motorcade vehicles and USSS protection. I'm assuming that since the Olympics is a non-governmental function, the USOC will be reimbursing the taxpayers for this cost.

It's all the CO's money anyway...not the "unit's" and not the scout's. I don't see a problem with scout "accounts"...in most cases, these are not actual accounts, but just a paper accounting of who earned what. I see nothing wrong with teaching that rewards are directly proportional to effort and that if you don't work, you don't benefit. But them I'm one of those angry, astroturf Conservatives.

You got several answers in the other thread you posted. CC is "in charge" of the Pack Committee, which handles the business end of things. CM is "in charge" of delivering the program, including recruiting and mentoring the Den Leaders. One of the CM responsibilities is to plan and lead the Pack Meetings. 1. Everyone needs to get trained ASAP. 2. Everyone needs a copy of the "Cub Scout Leader Guide" 3. CC, CM and DL should all attend monthly Cub Roundtable meetings. these 3 things should answer most of your questions.(This message has been edited by scoutldr)
