The NCAP "Standards" are in a 372 page document - even larger than the G2SS!   There is no way an inspection team can do even a poor job on this in the amount of time they are onsite.  The last time I saw an inspection team they arrived between 9-10 and were gone by 200 after the pennant photo op.  Here's just one example of a standard....Does the camp provide MBs.  Yes?  you pass that one.

    Of course if the camp doesn't get a trophy it is likely the end of that camp and the SE is history.

  2. Here's a test of the new virtual scouting system done with an AOL crossover

    Session 1:  30 minutes:  Scout Rank Completed

    Session 2:  45 minutes:   TF 1-5, 6a, 7-9 completed

    Session 3:  60-75 minutes: 2nd started 1. completed 2, 3, 4, 5a, c, d, 6, 7c, 8, 9,10

    Session 4:   60-75 minutes: 1st started 1. completed 2, 3, 4, 5, 6 b-d, 7, 9,10,11

     

    And so it goes...also completed his FA MB class in a class size of 1000

Why not do all the requirements virtually?  If you read the requirements they all could be done.   If they limited it to the "administrivia requirements" , there are ample things that could be done in a Zoom patrol meeting.  But do the BSA Swimmer test in your bathtub?  The camping says do these outdoors not virtually in your living room under a blanket attached to your couch....this is what a 4-5 year old does on a sleepover.

     The dominant council providing management and direction to me begs the question why not just merge them. 

    Councils are in competition with each other so what authority will the dominant council be given to inject themselves? 

    What would be the definition and structure of a field service council? 

    I wonder if the current organization has costed out the new one to see what and where the savings are and the affect on customer service which is already woefully lacking.

Don't disagree with @carebear3895 or@Cburkhardt .  One item that is very possible if the summer camp season crashes is the end of smaller councils (2500 youth or less) with their own camps) since the majority of their revenue is from the camping fees.  Sale of the property and merger with larger (remaining and now smaller) councils.

    Still looking forward to @CBurkhardt response to my earlier post.  Thanks. 

  6. @qwazse  I love your  "trajectory of membership growth" statement.  The end of 2019 numbers showed around 40%  of the membership as Scouts BSA or Ventures/Sea Scouts 800k out of 2M.   These are the eligible attendees of the HA camps.   The impact of the LDS is not included but  is rumored to be up to 300k loss.  These numbers do not bode well for the BSA HA camps anytime soon.

    okay.    50% or larger reduction in the number of councils in those states with 10 or more.  CA, GA, NY,  NC, OH, TX, PA using Michigan as the model.   25% reduction in other states.   One council in New England combining 13 into one.  250 councils for 1.5 M scouts (after March) is way too many.

    this is made with zero knowledge of the financial status of any councils.

  8. I don't have enough data on the individual councils to pick any to merge.   I'm guessing There are a number of councils that support around 2000 max scouts (pre march numbers) and will show even less on next Monday. They might be candidates depending on the geography 

    Unless mergers are directed either by national or the bankruptcy court, it is unlikely councils Executive boards will do any mergers on their own. Circle the wagons and shoot inward.

    Cburkhardt suggests that mergers will happen (and maybe should) but I have heard nothing (not surprised) around here.

    What you sent requires a lot more of each of those words. Do you have a coach?

    To me it reads that you are going to be given logs and stack them in a rectangle.   You should also review the guide to safe scouting sweet 16 of bsa safety as there are many elements of your project that apply.  

    Step back and take it block by block and you can possibly make this viable.

    i was thinking the comparison would be

    National to Councils.....National gets sued and files bankruptcy.  Councils are where the crimes were and are committed and covered up

    Vatican to Dioceses...Diocese gets sued and files bankruptcy.  Dioceses are where crimes and act were and are committed and covered up.

    Neither can separate themselves from each other with regard to responsibility and immunity.   JMHO

    This needs to be said:

    LOCAL COUNCILS ARE LEGALLY AND FINANCIALLY INDEPENDENT FROM THE NATIONAL COUNCIL. 

    The Chapter 11 financial restructuring will not affect your local scouting experience. 

     

    A little disingenuous .   While "separate"  there is a cause and effect here.   Let's see what the restructuring looks like and how much affect on council ops there is.  Guilt by association will effect councils membership and fundraising as in the long term properties going to seed.  A number of National Scout shops will likely close.  Any hint of a council sending any funds to national for the victims fund will not go well.   If you are talking about our troops ability to go on a hike this weekend, then there is no affect.  JMHO

     

    I appreciate your insight from the internal side.   The rest of us are guessing due to the top secret nature of the professional community and executive boards.

  12. No value added.  Most are not current with what's going on so they are unable  answer even simple questions.  

    District gets JTE points for unit Commissioner visits which includes drive by ones or wandering around camporee asking how it's going.

    The Doctorate of Commissioner Service is only self serving.

  13. I support a majority of EB members have "skin in the game" meaning they are currently registered with a unit as a leader, not the COR.  Preferably there is a mix or Cub units, scouts bsa units and venture/lfl units.

    Do most councils use a separate executive committee who meet secretly and don't publish any information from their meetings?

    Are most EB meetings an "all in favor say aye" affairs? If so that could be a reason why CORs don't attend since they don't see any value to the meetings.
