    So help me out here...from National's area of influence, at what point to Incident reports generate a compliance document?

    Since councils are not required to comply with incident reports the Camp Directors and Scout Execs they can ignore them.  Seems disjointed.

    Anyway...thanks for the responses...always good to learn how things work.

    Thanks for your response....

    What is the national's process to have all these ga ga pits that are on BSA property and are not in compliance with what you said either removed or corrected?  Admittedly my data set is small but three BSA camps I have been to with these pits are on dirt or asphalt. All of these camps were fully certified. I just did a google image search on ga ga pits and there were also numerous Eagle projects not in compliance either (I did see one where there was mulch inside up as high as the top of the 2nd board). 

    There are lots of cool things in BSA publications from the early days. One of my favorites is the required 14 mile hike either solo or with one other scout for 1st class.  🙂

    Please explain incident #4  https://www.scouting.org/health-and-safety/incident-report/incident-reviews/gaga-ball/     It says the mulch or sand much be 2 FEET in depth in the pit.  Pits are almost always made with 3 2x10" boards so you would only have 6 inches inside the pit????

    Also another person posted a book on Scout Games written by a Scout Exec in Hartford in the 1920s listing Dodge Ball as one of the allowed games...any record on when this was changed?

     

  4. That is the response we should all have expected from the merit badge folks.  The "requirements cannot be added to or subtracted from " statement is in my earlier reference book (1911).

    my experience is that councils have no clue on this.  BSA should have pulled all these blast cars and taken the wording off them.

Excellent question.  Recommend you cut and paste your posting and email to merit.badge@scouting.org and advancement.team@scouting.org to get a response.  I believe that the scout store is using the MB as a marketing tool.   We have used these at a troop meeting for fun when the webelos 2 visited.

  7. Yes.  My thought is that Seems unlikely that the requirements done "since a scout" could have been correctly done in a couple of hours after midnight since the cyberchip requires a little more effort.  

    I heard that units finished all but the PT 30 day requirements for Tenderfoot on their Saturday campout.  Yeech!

    Please help us all understand how this guy is not being an obstructionist given your multiple postings detailing your sons proposal.

    There are procedures for handling this and you have to decide to either inform him that you are going to use them or live with his antics

Carbenz....you shifted gears from your original post about three project at the same date to the SM requiring his approval for the Project Plan before execution.  Even though the Project Plan is not "approved" the sponsor can stop (disapprove) the project if they don't think the scout has all the bases covered.

    The grilling of a scout for hours is why the current process was started as scouts were giving up after multiple and unnecessary trivial changes were being required before signatures.

  10. Completing the Project Plan before a scout starts is an outstanding idea.  Read the verbiage on the Project Plan cover sheet.  Also the last section in the PP is for the coach to review the plan and see that the scout is ready to execute.  The information paper given the sponsor speaks to the sponsor seeing the PP before execution as well.  This is to ensure there are no surprises or misunderstandings between them.

  11. What are the three different projects?  Interesting that three scouts from three troops are converging at the same place and same time.

    A sponsor can dictate when a work day takes place.  Of course if the scout is communicating with his sponsor he will know this well in advance.

    If the SM has some legitimate reasons he should say what they are and not make blanket statements.  Of course if your son has been in this troop for awhile, this should surprise no one.

  12. The reactions I have seen from some council executives are "don't worry...be happy".   We are separate from National so this really problem doesn't  affect us much so keep giving us money.  Is this a bit naive?

    The Catholic Dioceses are analogous to Councils.  They are the ones who victims are suing, not the Vatican (National).

  13. Momleader..I don't see anyone that doesn't want to help the scout with his drug issue.

    The issue the OP is asking about is should a scout engaging in criminal behavior get a pass to Eagle rank. His feeling is no and so if he doesn't personally feel he can sign his application or have a SMC,  there is a Disputed EBOR procedure for that process to occur. 

    Maybe there should be a process where the scout can be given an extension until he gets himself straightened out and then hold the EBOR???

  14. In the Guide to Safe Scouting, there are actually very few things that are listed as a reason to revoke a Scout's membership, and most of them relate to violence:

    "All members of the Boy Scouts of America are expected to conduct themselves in accordance with the principles set forth in the Scout Oath and Scout Law. Physical violence, hazing, bullying, theft, verbal insults, and drugs and alcohol have no place in the Scouting program and may result in the revocation of a Scout’s membership in the unit."

    In reality you will likely get no support from anyone up the chain to revoke membership up to and including national even if the scout is arrested, lies to the police, his parents and his EBOR.  He will still be given his rank.   

    So since you feel strongly about this don't have a SMC or sign his Eagle application and let the process in the Guide to Advancement run it's course.  If that results in you needing to move on, come over to our unit.

    We don't expect any personal responsibility and accountability from the youth any longer.  The BSA uses the word "may" not "will".   The scout being bullied is the one who leaves the program not the other way around.
