I don't see much value in today's boards of review. May as well call them what they are. Square filler. A super friendly chat with people who really, really believe in you. Everyone concerned--adults and scouts--knows beyond a shadow of a doubt that if the scout has made it to that point, they've passed. Barring some minor administrative issue, of course. Alas, our scouts are better than that. Yes, the boards from old days were hard. No guarantee of passing. But the pride you saw at the court of honor...you'd think that new First Class badge was made of pure gold.

The standard I was taught and used was while at the level they are at. So Something done as a Wolf, would not count. But something done as a first year Webelos, aka 4th grade Webelos aka Webelos 1 can count towards it since Webelos is 18-24 months normally. LDS units compress that into 12 months

*chuckle* If it was really common sense, then we would not have so much confusion about it here and other places - and we would have far less violations of it. I see common violations of it all the time as it pertains to email contact in particular.

I would think a Scout refusing to answer a question or refuse to recite the Scout Oath or Law would fall under "Scout Spirit" If there was a "Scout Spirit" issue in our Troop, the Scout might not have a successful BOR. I have had many discussions with the "Committee" not wanting to convene a BOR because one of the Board didn't think the Scout showed enough Scout Spirit. I had to remind them that they can not refuse a BOR. They do not have to recommend the Scout gets rank but they should have a very good reason not granting it. Well, IMHO, in our troop, it's sort of comforting. We always begin meetings with the Oath and Law, and yes, it's from memory (albeit assisted by the crowd). Nothing about their character if they can't do it. Does give us a hint on their nervousness.

This is the line that troubles me the most. Exclusion is never "natural," it's always a choice. They could have chosen to ignore their perception of what is fair or not, and included him anyway, but they didn't - they chose to treat the boy differently. As soon as that happens, you're starting on a path to trouble. And it would seem that pretty quickly, they reached their destination.
