Bearshark, I am unaware of any such limits. Some random thoughts, for what they may be worth Not sure if this is really the advancement chairs call. Merit Badge Counselor is a district position. Even if your troop has a counselor, others might benefit. If anything, I would hope an advancement chair would want more people involved. The more options available, the better. More opportunities for adult association with people they may not have worked with before. Philosophically, I hate to see parents who want to get involved turned away. It can create bad feelings, which you have observed. I might be tempted to talk to the advancement chair to see where he is coming from. Is he confused about the rules? Or is there another reason for not wanting this person involved in this role. Might be a back story we don't know about. Prof

My experience as a scout was similar to that of desertrat. Late 70s early 80s. I often saw the Eagle patch on camp staff or OA members over 21. No one thought anything wrong about it. I kinda thought it was interesting to see Eagle patches from different time periods.

Would anyone hold back an Eagle candidate based on a letter? If so, how would you explain that to the candidate? (while ensuring the confidentiality of the writer?)

Back when I was a scout, I made a visit to other troops. I was in a troop that was young. There wasn't a lot of carry over between the scouts before my group and the scouts in my age group. Thus, I didn't have a good example of an SPL to follow. No troop guide or JASM. The scoutmaster was new as well. The Assistant District Commisioner arranged for me (SPL) and the SM to visit one of the more active troops in the district. The troop meetings were very well organized. We brought back a lot of ideas! We changed (for the better) because of the visit!
