  14. I worked with a troop a few years ago whose SM attended every Board of Review - with rope and other gear allowing him to retest each candidate on all requirements for the respective rank. He would then instruct the members of the Board to pass or reject each candidate. Having been carefully kept away from all training, the Board invariably followed his orders. He was selected as Council "Scoutmaster of the Year. The troop led the Council in fund-raising for Council.

  17. The rule is that a "uniform" is encouraged but not required. Not sure how a "loophole" comes into it. If BSA had an actual uniform (same look for all), as it once did, a stronger argument could be made. But we have a brand of clothing, not a "Uniform" - many options over a wide range of prices, so the Scouts know who can afford top-of-the-line and who cannot, or they think so. I strongly prefer a uniform, as a good "look" with benefits, but I don't make the rules - for Scouts or BSA.
