PACAN Posted July 8, 2025 Share Posted July 8, 2025 How do units interpret this? Registered leaders must follow these guidelines with all Scouting youth outside of Scouting activities. There are careers that may require one-on-one contact with youth, however aside from those roles, volunteers must abide by the youth protection policies of Scouting America even outside of Scouting activities. Scout leader hires a scout in his business as a trainee to install air conditioners. Scout leader has to travel to job sites in his two seat work truck and takes the youth with him. Opinion ? I know several teachers who are also scout leaders in my community; technically if they are walking down a hall after school when there are barely any people present and a student who is also scout is walking down said hall and there is no one else there; wouldn't that technically be a YPT 1v1 violation? The real answer is that Scouting America was put over a barrel by the lawsuit; a lot of victims were assaulted outside of the auspices of BSA but the perpetrator was someone they knew from within BSA. It's only required by those who are going to expire. The big issue is that as the new safeguarding rolled out as a 12 month requirement the individuals with more than 12 months to expire had their default expiration date changed to 31 May. I think the capacity of the participants has a lot to weigh on the consideration. YPT- followed-guidelines under the auspices of the BSA/SA are then covered by insurance and national lawyers. Violations within the scouting environment subject the accused party to legal action by the BSA/SA. With that said, I have to think that if not a scout related activity such as job, school, church, it would fall into civil and legal actions. One thing that comes to mind is the BSA/SA rules on the 2yr limit on sleeping together, whether siblings or not. Seems every multi-scout household would be violating the letter of the policy in a private dwelling. It also dictates needing registered leaders on overnighters.
