  1. I think it is a good idea to have property used as an additional revenue stream. However, I question (ever so slightly) the use of council staff to provide programming even for a fee as this takes the staff away from their primary job of supporting scouting units. If the council staff is not needed to support the units, then perhaps staffing reduction needs to be considered. If the fees charged to these other organizations are minimal, then there is a significant issue IMO. Councils should not be subsidizing the cost of other organizations by providing staff programming at a discount. If this

  2. Just read through this subtopic. Sad but in a way re-assuring as well since it sounds like most councils have become increasingly insular and funding focused. I've been spending more time looking at WOSM Scouting movements and it's heartening to see growth, involvement, and positive directions. I am hopeful that even if BSA continues in its inwardly focused path that Scouting as a world movement will continue.

  4. At the end of the day, the only ones to contact is the Chartered Org Representative/Institution Head. Thy approve all leaders, so Council is not the place to go.

  5. @Protoclete That's a great tip, thanks! The timing isn't right, but I bet the FEC has existing contacts with Nepal Scouts and some ways of working. No need to reinvent the wheel. 🙏

A lot of them are faltering because they built out a huge annual process that requires dozens of volunteers is premised on a community need that no longer exists and then expect future generations to continue those processes even when they have no modern relevance. I am in many fraternal organizations and the hardest question any organization can answer to a millennial is "What value does your program provide to the community?" Scouting is different as the value to the community is easy to answer.
