  1. HiSounds like a new troop to me! Yes, there are things that could be improved but the real question is does the troop have any process for solving problems? It looks like the SM wanted to control everything and you would like to change how things are done. You also mentioned that the scouts are not happy. That's the most important observation. Here's another view: don't waste this problem by having the adults solve it. What do the scouts want? What do the scouts think went right and wrong?   2. Several years ago, I sat in the leatherwork merit badge class at summer camp (as a Scouter). I had recently started leatherworking myself and wanted to see what they were teaching. The counselor was a Scout (not unusual at summer camps) and based on his knowledge, I'm not sure he did the merit badge himself. After camp I went to our council office and had a discussion with the director. I explained what I witnessed at the camp and this what he said.   3. Unsolicited requests for help from outside organizations go to the Chartered Organization. If the CO wants us to look at it, we will. If the CO wants some other branch of our organization to look at it, they will. Otherwise, the CO responds to the outside organization with a polite refusal letter. It's better if the outside organizations feel like they were turned down by the Chartered Organization rather than the boy scouts.

  4. I can't give you any advice on the right way, but I can unequivocally tell you the wrong way. In my troop, if the scoutmaster has a service project that he is personally in favor of, he will just schedule it, without consulting the SPL or PLC. He then will "require" everyone to be there by threatening to not advance them in rank if they don't show up. Also the service project will be on a day that already has another troop activity scheduled, and that activity was planned by the PLC and has been on the troop calendar for the past 6 months.
