NCAP should just focus on training staff and volunteers to insure Program quality.
My $0.02,
The purpose of the BSA National Camp Standards are to:
1) Promote the health, safety, and well-being of every camper, leader, visitor, and staff member while participating in a BSA-accredited camp program.
2) Guide councils so that each camper and leader obtain a quality program consistent with the BSA brand.
If you would like to actually review the standards, resources and FAQ's (for the source on the above statement) on Short Term Camp: https://www.scouting.org/outdoor-programs/camping/short-term-camp/

Do as I say, and not as I do???
Or a more positive way of looking at this would be these venues offer an opportunity of proof of concepts at scale.

Please national, take $4 of our fee and do something like this. Make our lives easier.
Going to have to budget for non registered folks who participate. Probably upwards of $6 per participant, per year for a nationwide solution. Willing to add that on, or subsidize it let me know.

Is someone who collects bitcoin practicing numismatics?

@RememberSchiff suggest title change GTSS does not prohibit numismatics.

I can't believe some of you think it's OK for scouts to sell stolen goods.
This has a high probability of use in a future communication....

There is no test out option for these courses.

@John-in-KC there was a reduction in the National Council Staff by 110 positions yesterday. These are trying times, I have no desire nor inclination to join the debate or speculation here. Good people, who care about our country, our youth and the program of the BSA are no longer employed. Keep them and Scouting in your thoughts and prayers. RichardB

Buy once, cry once is a good motto for medical gear. I've taken a fair number of temps lately for some reason.
1) If you are using the cheap oral thermometers, you really need to wipe it down between and clean hands between each person. Oh, and change your gloves each time.
2) The no contact is the way to go. Shoot the forehead from a gloved hand.

Scouts learn the arms length "safety circle" when using knives. Perhaps the "safety circle" should be extended from arms length to 6ft staff length?
"Blood circle" is a little more plain and transparent to most than a generic "safety". Conveys outcome of being in the circle.
In the COVID-19 era might become - "Cough Circle" - While wearing an approved face cover, extend your arms toward each other, fingers extended. If you touch you are too close. Oh and now wash those hands.
Potential to reduce droplet or touching during this testing with the use of a staff / stave was abandoned early on as too many impact injuries were predicted (including those intentional ones while practicing).

Ask your Council Health Supervisor.

Richard,
An MBC is registered, and according to the same criteria...
- Completion of application including criminal background check and mandatory Youth Protection training
- Volunteer Screening Database check
The only substantial difference between a MBC and a Unit Scouter Reserve, is that the MBC requires MORE training!!
Nope, not the same criteria. MBC is registered, but you left out unit leadership approval. MBC isn't a unit position.

Definition of Registered can be found in Scouting's Barriers to Abuse:
Source: https://www.scouting.org/health-and-safety/gss/gss01/#a
The chartered organization representative, or in their absence the executive officer of the chartered organization, must approve the registration of the unit’s adult leaders.
Registration includes:
- Completion of application including criminal background check and mandatory Youth Protection training
- Volunteer Screening Database check
As mentioned in the post above, a MBC isn't a unit position, and it's certainly not designed to replace the direct contact leadership needs of a unit (SM, ASM). It is as described here: https://www.scouting.org/programs/scouts-bsa/mb-counselor-guide/
Wouldn't common sense include that one should be properly registered and classified according to the roles that they plan to fulfill for youth?

Not sure this is the best place, but it is just released.

It does include a fundraising component idea.

Call the council for your summer camp (or the high adventure base) and get an email (aka "in writing") that fees will be reimbursed if they are closed by governing health agencies. You may also ask about cases where you or your community is under quarantine, but the camp (which is hours away) is still open.
Most councils do have some sort of event insurance that covers this.
If a parent pays for camp, and then decides on their own not to send the Scout, then they'll probably get no fees returned. Your mileage WILL vary.
I'll bet the travel insurance industry is booming right now...
Please stay calm and respectfully - don't start calling, emailing, nor make assumptions that "some sort of insurance" covers this. Give some breathing room for communications to come to you. Especially for events months out.
Stay calm,
Stay informed with good information -https://www.cdc.gov/coronavirus/2019-ncov/index.html
Maintain good hygiene practices. (cover your cough or sneeze, wash your hands, stay home if sick)

Here's a safety moment for y'all. https://www.scouting.org/health-and-safety/safety-moments/communicable-disease-prevention/
Or a framework: https://filestore.scouting.org/filestore/HealthSafety/pdf/680-103(18)_Prev_of_CommunicableDiseases.pdf
If you really want a deep dive perhaps engage your council health supervisor and update your camp's emergency plan - Std AO-805 in NCAP. Download the standards here: https://www.scouting.org/outdoor-programs/camp-accreditation/

Completion of the flying plan checklist leads to the go / no go decision of an exception to the prohibition.

Theories aside, perhaps one could review the CO agreement to see what is chartered or not? https://filestore.scouting.org/filestore/membership/pdf/524-182_web.pdf
