OGE, I do believe another philosopher said that. I will do my research. I also am asuming that he used the word "Kosmos" which means the "Universe" a much larger entity. And if he said that, he meant the "world of Truth". He was put to death by the demos. He took a stand against all evil. He would not participate in any evil.
