Bob, Sorry for the delay, I had to shut down due to the storms that blew through last night... You make some valid points. Our approach is probably somewhere between the two, but more like the second. However, I like your idea of incorporating other badge ideas into the program, to get them thinking their options. I'm sure this concept can apply to many subject areas. I'll share the ideas with our PLC and see where it goes.

Page 123 of the SM Handbook - The Scout obtains a signed merit badge application and name of a qualified counselor for that merit badge. Further on page 123 - Scouts may work on any merit badge at any time, assuming they have the approval of their Scoutmaster.

 

So it seems the purpose of the SM signature on a blue card is what KS has stated and also is a form of approval to start working on merit badge.
