I have a question on the requirements on Eagle Palms. Obviously these are awarded to Eagle Scouts who have earned extra merit badges, but is there an age limit on the awarding of this recognition. In other words, if the scout has earned the merit badges before he turns 18, can he apply for the palm after his 18th birthday? Or does he have to earn the palms only as a youth, under 18?

Like the Eagle, I would say that all requirements must be completed prior to the 18th birthday. The Board of Review can occur after that, but within a reasonable time (like 90 days). If that's wrong, someone will let us know.

There is a 3 month wait between each palm. If the boy wishes to get credit for the 5 extra MB's he has earned he had better get his Eagle 3 months before he turns 18.

 

In the Scout Handbook, p. 449, "NOTE: Scouts who earn three Palms can continue to earn additional Palms in the same order - bronze, gold, and silver. All requirements for Eagle Palms must be completed before a candidate's 18th birthday."

And, the board of review is a requirement. For the Eagle rank only, there is provision for a time extension for the board of review. There is no time extension provision for any other rank, nor for palms.
