  1. Here are the requirements: 1. Be active in your troop and patrol for at least three months after becoming an Eagle Scout or after award of last Palm. (Eagle Palms must be earned in sequence, and the three-month tenure requirement must be observed for each Palm.) 2. Demonstrate Scout spirit by living the Scout Oath (Promise) and Scout Law in your everyday life. 3. Make a satisfactory effort to develop and demonstrate leadership ability. 4. Earn five additional merit badges beyond those required for Eagle or last Palm. (Merit badges earned any time since becoming a Boy Scout may be used to meet this requirement.) 5. Take part in a Scoutmaster conference. 6. Complete a board of review. So he will have to have a board of review. And this is from the advancement committee guide book: "After a Scout has completed all requirements for a rank, he has a board of review. For ... Eagle Palms, the review is conducted by members of the troop committee." From that I would say no, that he cannot have a BOR outside the troop, unless it is an appeal. As for the scoutmasters conference, that is what it is, a conference with his scoutmaster. A note here, again from the advancement committee guidebook: "The requirement for advancement is that the Scout participates in a Scoutmaster conference, not that he passes the conference." Since it sounds like there is some issues in the troop, here are the procedures for an appeal: "The first situation occurs when a unit leader or unit committee does not recommend a Scout for a board of review, or refuses to sign the Eagle Scout application. In such cases, the Scout or his parent(s) or guardian(s) may appeal the decision to the committee responsible for advancement at the next level, as described below. The committee hearing the appeal shall then grant the Scout a board of review and appoint its members. In such cases, thecommittee hearing the appeal shall decide to grant or not to grant a board of review. The second situation occurs when a board of review does not recommend a candidate for rank advancement. In such a situation, the Scout or his parent(s) or guardian(s) may appeal the decision"(This message has been edited by click23)

  3. Eagle, now that I think about it, you are right, PDL1 in Texas, PDL2 in other places.
  4. When I was at philmont this summer at ptc, there were some pros there, I believe they were in pld1. Some DEs take it at Sea Base too. My DE told me of another DE that took it at a hotel in its confrence room.. There is even a Professional Soucter Training Award.

This is mentioned in to Fall/Winter issue of "The Commissioner", http://www.scouting.org/filestore/pdf/14-975_08_FallWinter.pdf "Change in Position on Uniform of Commissioner Arrowhead Honor Based on the new uniform design, it has been approved for the commissioner Arrowhead Honor emblem to be worn on the left sleeve of the commissioners uniform immediately below the council strip. This replaces the previous location of below the badge of office for commissioners."
  6. The BSA how has what it calls their "Innovation Engine" website. It is in beta right now, and only BSA employees may post, but anyone can read the ideas. I think this will be a good way to get our ideas to national once it fully rolls out. From the FAQ Q: What is this site all about? A: We want to hear from you.   7. I should have stated that better. There is no mention of the six merit badges that are allowed above the right cuff of the long sleeve uniform on the new inspection forms. Wonder if that will be done away with in the new revision on the insignia guide, I don't remember the last time a scout wearing them there.
  8. infoscouter, my quote above is directly form the insignia guide, here is the online vesrion http://www.scouting.org/Media/InsigniaGuide/03.aspx under "Temporary Insignia" Back on topic, there is no mention of the six merit badges that are allowed above the right cuff of the long sleeve uniform. The Webelos form states "Webelos Scouts may wear the den emblem in place of the den numeral." and "If the den numeral is worn, wear colors below and touching the numeral (as shown).". But it does not mention the wearing the colors with a den emblem, but it does show a Webelos with his colors covering up his patrol emblem.(This message has been edited by click23)
  9. GWD, this is from the insignia guide "Female leaders wearing either the traditional yellow Cub Scout leader blouse, the optional tan leader blouse, or the Venturing blouse, may wear one temporary insignia centered above the Boy Scouts of America strip."
  10. I went last summer as a UC. I don't know about the cub program at PTC, but as a UC, if you have been fully trained, don't expect some super secret training that is only available at Philmont. What we had was basically Commissioner Basics. I am not saying that I did not learn anything while I was there, but it was mostly from the other class members, how and what they do in other councils.   11. We drove out and back on our way out to a cavalcade when I was a kid, it was great for us, and we did a bit of sight seeing on the way. I am in east Tennessee, so it was a long drive. This past summer we flew into Colorado Springs going to Philmont Training Center, and if I ever fly back, I will fly into COS again. Seeing Pikes Peak from the air was great. It is pretty small and not was not busy at all, and at about three hours away from Philmont, it is an hour closer than Denver. As for transportation from there I am not sure, it was only the two of us, but they have several car rental companies on sight(5 or 6 maybe).
  12. I saw this in on the news papers' website last night, this is my council. I read the article to my wife and she was in complete disbelieve that some would go so low to steal from the Boy Scouts. I remember seeing an article in Scouting a few months ago on how to help prevent this sort of things, I wonder if they had followed any of those recommendations?
  13. From the Guide to Safe Scouting: "Most short, in-town den trips of a few hours do not require a tour permit; however, it is recommended that dens obtain permission slips from parents." And, great advise from bkale.(This message has been edited by click23)
  14. Hey vol-scouter, which district are you in? I am an ADC in Unaka.
  15. If the CC and the SM will sign off on the plan, I would get them and the benefiting organization representative to sign off on it. I would try submit it to the DAC, using the argument that counselor was trying to add requirments, "No council, district, unit, or individual has the authority to add to or subtract from advancement requirements." If this does not work, I would then present it to the CAC, completely bypassing the district. This also needs to be addressed by the CC and COR, they need to get this guy on the right page or give him to boot.

  18. Buck Toms is my councils camp, but I have not been since I was a kid to summer camp there. I believe the leaders guide should be coming out next month, if you pm me with you name and address, I will get with our district camping chair and get you a copy and what ever else he can through in.

As other have said, have the CC and the COR contact the DAC and let him know what he is doing is unacceptable, adding requirements, being unscout-like,etc. I would also let the district chair know what is going on. I would immediately contact the CAC, and request a meeting with him, you, your son, and your COR. In this meeting I would request that your sons advancement to eagle be moved out of the districts hands, and into the councils. This way, the council can review his project and handle his EBOR. From the 2008 Advancement Committee Policies and Procedures Guidebook "The project must also be reviewed and approved by the district or council advancement committee or their designee to make sure that it meets the stated standards for Eagle Scout service projects before the project is started."

  21. I have seen this patch as both the "Whitlin Chip" and the "Whittling Chip"(this is what is shown on ScoutStuff.org). This is a national patch, item number 08598, http://tinyurl.com/6b7pao Scout stuff states that is is not for uniform wear, but I do not have my insignia guide with me now. If it is truly not for uniform wear, then the appropriate place would be on a patch vest or patch blanket.(This message has been edited by click23)

    New Leader?

    Here is the "Lone Scout Friend and Counselor Guidebook", http://www.directservicebsa.org/pdf/14-420.pdf. Who ever signs up as his friend and counselor will need to fill out the regular adult application, using position code 96. Your nephew will sign up using the standard youth application, filling in the Lone Boy Scout bubble at the top, leaving the unit number blank. I am not sure on this, so ask your DE, but I believe his friend and counselor signs as the unit leader.

  25. The time to address these things is immediately, not at a BOR. As for "caught having sex at a scout function, selling drugs at school,..." these are situations when the scoutmaster, committee chair, COR, and the parents of said troop need to sit down and discuss the scouts' future in the troop; dismissal, suspension, or other actions. But once the scoutmaster signs off on scout spirit, the boy has met the requirements. Here is the definition of scout spirit from national: "Scout spirit applies to how a Scout lives and conducts his daily life. He shows Scout spirit by being a role model to his peers, living by the Scout Oath and Law. The concept of Scout spirit is not based on how many Scouting events or outings a Scout attends, but rather by how he helps bring out the best in others as a reflection of his own character and attitude in his daily life." Every time a boy is failed for not being "worthy", it is because the adults in the unit have failed him.
