    Had that issue here. The CM needed to stay an extra month so that he qualified for his "Unit Leader Award of Merit" ... he had been CM for two years in practice, but not on the paperwork, so he could not qualify for the CM award.

     

    I tried, believe me, as his UC, I wanted him to get the proper recognition when he stepped down. (He's now the Pack Trainer - and I only took over working with the unit this last January.)

     

    This is where the UC needs to play a better role. They need to be there to ensure the paperwork is submitted. And to follow-up with Council to ensure it has been done.

  2. At least here in our Council, the folks who handle awards check the tenure ... and it is what is listed in Scoutnet.

     

    Otherwise the rest of the questions are similar -- have 60% of your current den start the next level of the program. No one says they need to stay active -- however, you will want to ensure there is paperwork (i.e., and advancement report filed) that supports.

     

    I know the Packs down here don't do a great job submitting advancement reports.

    I think what many of the folks here are trying to say, can be summed up by what was written by Bill Hillcourt in the 3rd Edition of the "Handbook for Scoutmasters" --

     

    "The badges which accompany his advancement and which the Scout wears on his Uniform are not to show that he has passed certain tests. There should be no past tense implied! On the contrary, each badge cries out I can, right now and here!

     

    The badge of rank worn by a Scout is like the M.D. sign on a doctors door. It advertises to the world that Here lives a man who is prepared to help sick people. So must the First Class Badge advertise to the world that here is a boy who is qualified to help others as well as take care of himself. It is not to be considered a decoration, but rather a symbol of knowledge and ability.

     

    Games and other activities that review the various Scout Requirements should be worked into the Troops program continuously so that the Scouts will not grow rusty for lack of an opportunity to use and practice their knowledge and ability.

  4. There is a current course for Webelos Leaders - WOLT (Webelos Outdoor Leadership Training) -- now word is that this is being merged into IOLS, but that training has not been released by National.

     

    And, of course, there is BALOO, which you should have at least three adult leaders trained in, since you should always have at least one on a cub campout.

     

    But, sure, IOLS would be great for your Webelos Leaders!

  5. You want to keep "young Eagles?" Then have a troop program that keeps them engaged!

     

    I earned my Eagle at 14, and I was fortunate to have a SM who truly believes (yes, he's still SM, 40 years later) in the Patrol Method. He knew how to keep his Eagles active and engaged, and over his 40 years, the 250+ Eagles have normally stuck around until they were in late high school, or even off to college, or the military. A number have gone on to be ASMs in the Troop, or actively involved in Scouting in other areas -- the lessons they learned were that important. It is a Troop, that even to this day, is a 100% uniformed troop, to include neckerchief (both the Scouts, and the Leaders).

     

    He encouraged us to attend Leadership Training (Brownsea in the olden days, JLT later, and NYLT now) - held high-adventure trips all over the US every two years (we even went to Jambo as a Troop back when that was allowed) and multi-week summer camp is the norm. He gladly supports OA, and Scouts getting involved in OA. And while we had a Leadership Corp back in the day, there is a Venture Crew associated with the Troop now - that has his full blessing and support. He encouraged us to be on Summer Camp Staff, and to participate in Council sponsored events like the World Jamboree. Or even work on their religious emblem if they have not done so already.

     

    If you want to keep them involved, then ENGAGE in the extra programs that are out there -- not fight them, and think they will "steal your scouts away!"

     

  6. And in our case, the District Advancement Chairperson has assigned the task of Eagle Project Reviews to the EBoR sub-committee. And either the chairperson (most frequently) or one of the sub-committee members reviews, approves, and retains a copy for the "library" of the initial project information (so we can compare when the EBoR is held).
