Having been in a similar situation, once where the unit was threatened and once when I personally was threatened, in each instance the COR, DE, and SE were called immediately. Each time, the incident stopped there. One thing to avoid is getting into discussion with other unit leaders or families now. Keep council in the loop, and everything (if there is indeed anything taking place) should work out fine.

Most units in this area bridge Webelos into a troop in February.

National has some good stuff on-line, but sometimes it can be hard to find (ok, almost always it's hard to find!). There is a Webelos Transition page that gets specific as to what the pack, troop, unit commissioner, etc can do to help with a smooth transition. This might be helpful. It can be found here:

Webelos, as ScoutNut points out, are still Cub Scouts and part of the pack. There was a unit that had a second-year Webelos den that began to do Scout items. The result is that during pack meetings these boys believed they were not part of the pack, that it was for the "little guys". Practicing the Scout Oath, Law, sign, etc. is great for learning, but Webelos remain part of the pack as Cubs until they bridge to a troop.
