It didn't.  Obviously a misprint or mistake...

Looks nice but We will continue to operate a recycled uniform program as long as we can - it helps our parents so much.

Did you read the whole sentence? It is like a Franken sentence. It is an option for the required uniform. What does they mean?

In my opinion, BSA has always had difficulty expressing what they mean in plain English.  I once volunteered to be a proofreader for National, since I had a career in writing, reading and interpreting Federal safety and health regulations and technical policy.  Got no response.
