Take the high road here. Does he have a youth in the Troop? What is his "connection"? Did he become ASM in your Troop, or another ("transferred to us" ?) ? A definite sit down and adult talk to is in order. Say , two or three other adult Scouters corral him and tell him what you have seen, what has happened and what MIGHT happen if he doesn't change his ways. DO this with FRIENDLY witnesses.
