    COR's are already on the executive board...they just never go to meeting, but they can. 

    I do very much disagree with your assertion that Chartering Organizations should "run" the council being that every CO's are so different for one another. Everyone would want "my guy" as an officer.

    In my experience, Chartering Organizations are the ones who rarely hold up their end of the deal. Your Charter Organization may be the exception to the rule, but I never see CO's help recruit youth and adults, support committees, encourage training, attend Council Exec board meetings, etc... and i GREATLY encourage active charters because, believe me, it makes my life a whole lot easier. 

    I don't understand what you mean when you say councils don't fulfill their end. I will happily post the annual charter agreement so you can see for it yourself. What exactly are councils not doing?

    The slate of council/district officers should not be selected by a nominating committee chosen by the execs.  Nominations should have to come from the Chartered Organizations or their representatives.  The officers of the councils/district should have oversight authority over the execs.  They should not be directly or indirectly selected by the execs.  They should not be beholden to the execs for their positions.

    All COR's are already voting members of the Exec Board.

    I see where you might think this, and you would be right.   When the Scout Pros  put money and numbers ahead of Scouty activity and "program", the money and numbers must suffer.  Wagon before the horse, so to speak.   The good pros see the promotion and encouragement and support of the Scouters , the volunteers that PAY for the privilege of volunteering (!!),  as the secret to gaining those numbers they seek.  

     

    Those dang pros on the All- Volunteer Camping Committees!

    Ironically, I see history repeating itself here. The second CSE, Elbert Fretwell, also came from outside of the Profession. That was done purposely as the board didn't want a prior Professional, or "West Man" to become the CSE.

    Imagine being a fresh out of college 21 year old and taking basic training with the CEO of the company you now work for. 

     

    Fun Fact: DE's don't actually get the official title "District Executive" until you've completed Basic Training/Commissioning

    Couldn't tell you. Here is the official word from the Registration guidebook: "A roster may be used in exceptional circumstances in a few Scoutreach units where obtaining completed applications or parental signatures is not possible for a special group of members. This exception applies only to situations where privacy regulations or the safety of the youth or the youth’s family preclude obtaining the information, e.g., where the youth is living in a protected environment such as an abuse shelter, group home, or detention facility. Or, a roster may be permitted when participants are enrolled in a school-based program provided to the students, and the school does not want individual applications used"

    You can see how that can easily be abused. If your council employs Paraprofessionals, they are usually the one who runs the after school meetings.

    Why do you think we made an outside hire for the Chief Scout Executive? Mosby can have the tough conversations about what roles need to go. 

    I remember speaking to Mike Surbaugh at DOB (in person pro training). I truly believe he wanted to help streamline and simplify the role of the DE, but as a lifelong Pro, he ran into the problem of not being able to get rid of Sacred Cows.
