One way to encourage the scouts to have their handbook for signoff (As an aide from the cell phone issue) is to have them present it when they "request to be tested".. This also helps with the issue you presented in the other thread abput when do they get signed off. I am with you that it without botes, or assistance. The scout learns, practices, then is tested. The sign-off occurs with successful passing of the test.

Just another quick thought, how about the patrol leaders council decide the rules.  The SM and committee could advise on aspects the PLC doesn't.  We have some smart scouts that can be SPL, they surely can come up with rules for phones.  I can't imagine an OA lodge advisor setting the rules on those youth, up to 21yrs old.

Just to remind some nay-sayers, you may still say "dial" when referring to making a call.  I bet you haven't dialed someone in decades.  Lets move the scouts on how to use assets rather than limit them.
