No doubt National is quite pleased with the clarity of their communications. Everyone (read: fellow bureaucrats/party line types) who proofread them sent back glowing reviews. So there can't be anything wrong. Dissent? From scouters in the field? Shrug. No big deal. They must have read it wrong, or they don't "get it."
