This is the only group that can really solve your problem. I've usally had better results starting at the top, rather than working my through channels. This is going to take time, but at least you start making your case. Also, the more troops/packs you can get to "say something" the better. At some point the Board will have to act. We had a "Bully" Council Exective for five years before he was finally fired. He helped wreck our council and we are still in trouble today. We may have to sell off council property.
