The pic at http://en.wikipedia.org/wiki/Image:First_Class.svg show that there's a loop/ring under the "Be Prepared" banner onto which the knot is attached. From looking at it closer, though it looks like you must have a loop of thread/rope to start with, since there's no beginning or end to the line that I can see.

Also, there is no BSA requirement that any boy be a member of an organized religion at all...just a belief in God. So, requiring a religious emblem isn't a valid option for all boys.

My vote is for the Trained patch on the flap at the top of the left sleeve pocket...consistent with promotional pictures and looks better. Also, I can't recall a place on a green uniform where you'd sew a patch over a pocket seam...either they are on the flap, on the pocket, or under the pocket. There's even a restriction on that type of activity on the right pocket for temporary insignia, if I'm not mistaken.

Nope...not buyin' it at any price (or until the new Inspection sheets and insignia guide prove me wrong!! :-)

Finally, if scoutstuff.org can turn the "Scout" emblem into a badge of rank (see here ... http://www.scoutstuff.org/BSASupply/ItemDetail.aspx?cat=01RTL&item=00BSRB), then I will not be trusting it with the centennial Trained emblem.

Check out page 10 of the PDF file at http://www.girlscouts.org/who_we_are/global/overseas/forms_doc/recruitment_manual.pdf under the heading "Adding Machine Tape Demo". Change all the "she" to "he" and "Girl" to "Boy" and you pretty much have it.

Basically, you have a long strip of paper marked from 1 to 100 signifying the years in the boys' lives. Then you start ripping of parts of the paper until you demonstrate to the parents that they really only have a few years left to influence their child's development.

In my mind I had BALOO and OWL connected because our local training staff requires BALOO before you can sign up for OWL. So, if someone says that OWL is needed for Webelos den camping, then that would imply that the leader also had BALOO as well (at least in our Council).

From the page you reference, a leader "should" have OWL, but it doesn't say that he/she "must" have OWL for Webelos den camping. So, OWL not absolutely required according to the wording.

However, a Local Tour Permit may be required depending on location, distance, etc. Even in this case, though, the BALOO requirement on the Local Tour Permit application does not need to be satisfied since BALOO is for "pack" overnighters, not den overnighters.

So, neither BALOO nor OWL is absolutely mandated for Webelos den camping.

Do I understand the forms and requirements correctly?

OWL isn't needed, but BALOO is. The tour permit application requires a BALOO trained leader for "pack" campouts but a Webelos den campout would fall under the same requirement, I would assume.
