Imagine Baden-Powell was born two hundred years earlier and started Scouting in 1710 in England and it quickly spread to the American Colonies. I would imagine that if you look at countries that have had civil wars and have had Scouts, that some Scouts end up on the side of the rebels, others remain on the side of the existing government.
