Can anybody please give me a history for this patch?

So, with Patriot Day coming next week, I thought it would be appropriate for me to wear the patch pictured below at my weekly den meeting. I found it in a bag of old patches our Scoutmaster gifted me a few months ago, and I think it's a lovely tribute to the events of that day.

However, I have no idea what the history of this patch is, and I am certain my Webelos Scouts will want to know more about it. Obviously it was created to commemorate what happened on 9/11, but I don't know when it was issued nor by whom - was it a local, council offering, a nationally issued momento, or what? 

I am always impressed by the sleuthing skills of our resident patch experts here, so I look forward to learning what you all can find out! Thank you!

Here's a few better pictures; there isn't any official BSA print on the back; I suppose that means it's local issue? Thanks for any help you can offer.

You're probably right about it being local issue. The fleur-de-lis also looks a little wonky, probably another sign of the same.

I'm coming up dry on this one.

Local issue, but it may have been made by a BSA approved vendor since it has the FDL on it, and BSA will go after anyone using their logos.  And the BSA backing came out circa 2009, so it is probably made 2002 - 2009.

Symbolism on the patch represents the two targets: New York and Washington DC.
