1st aid meets- midwest region

Any ideas as to the setup of the regional 1st aid meets, held in the 1950-60's: I know at least the Midwest (Old Region 7) area held these:

I know rating patches (A/B/C) were given out based on the scores: were these held intercouncil, intracouncil? I have a set of the rating patches, and I believe this was going on when I was still a Cub...any thoughts?
