The Silver Beaver award is the highest award a council can give, it is not a council award. Meaning that only those who work on the council should get it. Every one in scouting supports the council and district by being part of the program. If it were only a council working award then the districts would have no reason to submit their votes. The coucil would do it through the board. Those who give of $ are very important, and I would think, love the program as much as a unit leader, or they would not give the $. I think it's important to look at the info that should be given on each candidate.

Your first thought was correct. You must have CR, CC, CM, 2CM's, and a Den leader for each den. The IH can be the CR as well, and can also be the CC because neither the IH or CR are classified as unit positions. The CR cannot be a unit leader at the same time ie. CM ACM, DL, etc.

The new handbook for the quest award has just been released. The award is acool award and it will truly help the youth to grow and stretch them. I have just started to use it with a few units and it looks very good. I had problems finding the requirements but once I did I started in on them. I found out just before christmas that national supply had finally gotten the books and made them available, so you should be able to get the info from your trading post. I do know the books are not in the new catalog.

This is my first time here so hope this is correct. I have a question. In my council and others in the West I am starting to hear this kind of talk. When it comes to these two program, and it concerns me. In my opinion about the only thing these programs have in common is some high adventure activities. I say some because Venturer's can do much more then Varsity. I have training chairs that believe coach's should be trained with advisors and not scoutmaster's. I think they should all have seperste training but if you have to combine at least stay in the same division. This is just one example
