You can absolutely do it. But now there isn't much benifit in it. 18-20 ASM can't fullfill 2 deep Youth Protection roles anymore. You must have 2 registered adults over the age of 21 on every trip and at every meeting.

We've got a great group of 10 youth going! The Leader's Guide is finally out. There are plenty of other options out there. We try and have car camping trips and high adventure. We try to do everything as affordable as possible. We looked at a Summit trip las year and it was going to be around $800. We didnt even need to fly like a lot of people. Just to much. the youth decidided to go to New York. hey planned the whole thing for $400 each. I can't wait to see hundreds and hundreds of green shirts at the opening and closing ceremony!
