OldGreyEagle 5 Posted August 10, 2012 Share Posted August 10, 2012 I am just about as gobsmacked as I ever have been. I recently went to Philmont as part of a Council Contingent. I just a check from Council "refunding" an amount that the letter said was "overpayment" of the Philmont fees.
