I was able to get my own copy of them from my council office. Inside the front cover, it says you can order them for $1.50 each (which includes S&H) by mailing to BSA, Mail/Purchasing S100, 1325 West Walnut Hill Lane PO Box 152079, Irving, TX 75015-2079. Make checks payable to Boy Scouts of America Account 79005-0260. Charter and Bylaws order number is 57-491, Rules and Regs are 57-492. The reason national refuses to sell copies is they don't want outdated copies floating around. See your CE and copy what part you need, its open to read.
