If your theme is Dinosaurs, my best advice is think big (sorry, had to say it).

Start at teh parking lot with foot prints leading into camp. (cut outs? painted? stampd in the mud? painted using mud?).

Leave "bones" around camp for the cubs to find (cut out of plywood?) or give them out for completing activies. Maybe turn it into a game where they need to collect up all the bones needed to make a dinosaur? (skull, tail, ribs/body and legs) or just have a point value on each.

Wear cave man style clothing.

Maybe borrow some of the images from the flintstones?

Above all, you need a valcano.

Gotta have balloon sized dinosaur eggs. Paper mache made in advance or 2 day project... drying time for paper mache & paint. Be careful w/ your color selection. We invited a loacl museum to talk to the boys about fossils & then had them make them out of plaster. One of the curators came out for free-- are there any middle school / high school science teachers you can tap? Colleges or universitites aren't out of the question either.

The footprints are a great idea -- especially if you have a naturally muddy area. We were able to cut out several pair that adult wore strpped to the bottom of their shoes after camp was over for the day or before the scouts arrived in the a.m. Yup, someone got caught wearing 'em once. Flintstones are okay but, its an opportunity to talk about the fact that we never roamed the earth at the same time... could be touchy in religiously fundamentalist areas.

Make It Fun (but don't feel obliged to Keep It Simple - the sky is the limit for Day Camp!)

I dont know where in the country you are so you may have to wait for better weather but try this. Go to a large box pet store, like super pets or partsmart. Look for the huge cow femurs or whatever other bones they sell. If you have a contact with a butcher see if you can get cleaned up hips and ribs. If you have ceramic buddies maybe a full 3-d casting may be made Now you can either use the bones as is, or take them home, make a nice muddy patch and create a plaster of paris impression of the bones, you should be able to get different sizes. use the casted bones for frames to direction signs, to line walkways, you name it

BTW if you need help cleaning off the ribs, my phone number is 610 555 1212

Building on some of the other ideas. Bury the bones in excavation area made from sand, dirt, sawdust whatever is available.

Put words or letters on the bones so they form a scout slogan. "Take only pictures, leave only foorprints". May be a good one.

If you have budget get some cheap hats from Oriental Trading. I did a search there for a Pith helmet and a construction hat and got hits for both.
