CM needs to tell Tiger parents that one of them MUST step up to be leader if there is to be a Tiger den.

Clear as mud ... Keeping in mind that the official uniform "shall be those approved by action of the Executive Board of the Boy Scouts of America from time to time, as illistrated and correctly described in the handbooks, catalogs, and other official publications of the Boys Scouts of America." (Rules and Regulataions, Clause 2) ... You would think it would be clear - CS leaders unit numbers - "Unit number, cloth, white on red...Cub Scout and Cub Scout leader..." (2009-2010 IG, pg 9).
