My son will be soliciting from business for supplies to build his eagle project. For those supplies not donated, is it allowed for him to purchase these with his own money and with donations from family and friends. And should that be included in his written propsal?

Is it appropriate for the scout to use his own personal money, as well as soliciting donations mainly from family members, to purchase supplies that are not donated?
