Who writes loop/patch requirements?

I am just getting back into scouting as an adult with my young sons and we are loving it. All the new loops are cool and my kdis are very excited to learn and earn. The new skateboarding loop will prove to be very popular, but I would like to offer some feedback on the requirements based upon a decade of running a very successful park and skate camp. Anybody have a number or way to get in touch with the powers that be?
