Giving money to the CO

Technically speaking, EVERYTHING the unit owns: camp equipment, trailer, canoes, checking account, etc belongs to the charter organization. So in essence you are not giving them anything that they do not already own. that's why BSA doesn't have a policy on units giving money to the CO; the CO OWNS the unit.

I believe that here's the policy you're referring to regarding fundraising, from the Unit Money-Earning Application. Regarding your broader question, Eagle92 is right.

 

The difference would appear to be in raising money for the Scouting program as operated by the CO vs. the CO's programs.

 

7. Will the fund-raising project avoid soliciting

money or gifts?

The BSA Rules and Regulations state, Youth

members shall not be permitted to serve as solicitors

of money for their chartered organizations, for the

local council, or in support of other organizations.

Adult and youth members shall not be permitted

to serve as solicitors of money in support of

personal or unit participation in local, national, or

international events.

For example: Scouts and leaders should not identify

themselves as Scouts or as a troop participate

in the Salvation Armys Christmas Bell Ringing

program. This would be raising money for another

organization.
