I have a question about Service Stars. I have heard from different sources different things. Does an Adult add up all his years in scouts and wear that number with the light blue background, or do you wear a star for cub scout years, a star for boy scout years, and another star for Adult Leadership?

No surprise, my Insignia Guide says exactly the same thing that FScouter's does.

So it's purely personal preference. My observation is that around here most of the people wear separate stars. That's what I do - I guess I like the idea of showing where those years were spent, and whether I was a Scout who went through the program. As a downside, it does mean that there are more things to keep track of whenever the shirt is due for a washing.
