I know Eagle Scouts have been awarded decades after the requirements were met. Part of that depends on whether or not the failing was the Scout's or the troop's. In the couple cases I'm aware of, the Scout joined the military and never completed the application, in the other the troop folded before the Scout could complete the BOR.
