I had to read this part of the Tiger Cub Handbook a number of times because the terminology is poorly chosen and confusing. The IRE (or totem) is earned "[a]long the Bobcat trail," i.e., before earning his Bobcat badge (pg 15 and 16). The orange, white and black beads are earned on the way to the Tiger Cub badge (pg 17), which can't be earned until after the Bobcat badge has been earned (pg. 14).
