I e-mailed the webmaster, [email protected] if I remember correctly, and received a undeliverable message a day later. It looks like their servers have been up and down for about a week. It would be helpful if they would post a message here stating that they're having technical difficulties. I'm going to try and contact someone else about the problem.

Yes, I am also experiencing problems with my site. I can get at it to upload, but I get no response when pinging http://troops.scouter.com/. I've e-mailed the webmaster.
