I've never really considered the number of flags to be an issue. We post the U.S. flag, pack flag, and each den posts their flag. Right now, that's six flags. As soon as the new Tiger den makes their flag, we'll have seven. The den flags are on smaller poles, so they aren't real obtrusive. The boys really enjoy the flag ceremony, so I encourage using all of your flags. YiS, Curt

A new Webelos scout will work on Bobcat requirements. He will then work on Webelos requirements. There is no provision for going back to learn material from previous ranks. He should have quite enough to work on in Webelos. YiS, Curt
